About this file

This Scope of Work document outlines pest control consultant services required by the Indianapolis Airport Authority for comprehensive pest management across multiple facilities throughout Indiana. The Indianapolis Airport Authority is seeking a consultant to provide expert recommendations for treatment strategies and pest management programs utilizing Integrated Pest Management (IPM) principles across 16 facilities totaling approximately 1.5 million square feet, including the Terminal Building, Customs Building, multiple firehouses, guard shacks, and regional airports at Hendricks County, Eaglecreek, Metro, and Regional locations. The consultant will be responsible for defining estimated monthly time requirements at each location, providing expert treatment strategy recommendations, and assisting in the evaluation and recommendation of successful bid finalists for the subsequent pest control management contract. The scope encompasses management of rodents (mice and rats), insects (ants, roaches, spiders, fleas, and bed bugs), wood-destroying organisms (termites), and wildlife (bats and bees). Office hours are Monday through Friday from 8 AM to 5 PM and Saturday from 8 AM to 12 PM at 1727 S Franklin Road, Suite A, Indianapolis, Indiana 46239.

The consultant or consulting company selected for this engagement is explicitly prohibited from submitting a proposal for the subsequent Pest Control Management Bid, establishing a clear conflict-of-interest provision. The comprehensive pest control program will emphasize long-term prevention through exclusion, sealing entry points, reducing moisture, and removing food sources while minimizing reliance on chemical pesticides. The IPM approach includes ongoing monitoring and record-keeping systems for regular sampling and assessment of pest populations, establishment of action thresholds based on aesthetic, economic, and health concerns, and prioritization of nontoxic biological, cultural, and mechanical pest management methods before considering chemical pesticide applications only when necessary and with preference for least harmful products to human health and the environment.
