About this opportunity

Tompkins County Department of Recycling and Materials Management is soliciting proposals for the 2026 Closed Landfill Leachate Systems Improvements project, which encompasses improvements to leachate collection and storage systems at two closed landfill sites: the Caswell Road closed landfill in the Town of Dryden and the Hillview Road closed landfill located in both the Town of Danby (Tompkins County) and Town of Spencer (Tioga County). The procurement requires contractors to perform tank tightness testing, debris and sludge removal from leachate storage tanks and related structures (estimated 20 cubic yards), high-pressure cleaning of leachate collection lines and laterals (4,000 linear feet), camera inspection of conveyance systems (4,000 linear feet), installation of control valves (3 units at Caswell), underground conduit installation for remote monitoring equipment (150 linear feet), supply and installation of remote monitoring systems with radar level transmitters, removal of electrical infrastructure at Hillview, construction dewatering, and site erosion and sedimentation control. A mandatory pre-bid meeting and site visit will be held on April 1, 2026 at 10:00 AM ET, beginning at the Caswell Road location (557 Caswell Road, Freeville, NY) and proceeding to the Hillview Road site (near 225 Hillview Road, Danby, NY); contractors must notify Nate Bates at nbates@tompkins-co.org or (607) 273-6632 prior to the meeting. Questions regarding specifications must be submitted by April 15, 2026 at 5:00 PM ET, and proposals must be submitted online through the Tompkins County Bidnet Direct portal by 2:00 PM on April 22, 2026. Contract award, anticipated for June 2, 2026, will be made to the lowest qualified proposer based on total lump sum base bid cost, with work required to commence July 1, 2026 and be completed by August 31, 2026. Qualified contractors must submit references for landfill-related projects, subcontractor qualifications, a work phasing plan, and temporary piping plans (minimum 10 business days before work commencement); contractors must also maintain workers' compensation insurance, commercial general liability coverage of $3,000,000 per occurrence, commercial umbrella coverage of $5,000,000, business auto coverage of $3,000,000, and pollution liability coverage of $1,000,000 per occurrence, with Tompkins County named as additional insured.

The solicitation documents do not specify set-aside designations, restrictions on organizational types, disadvantaged enterprise requirements, or incumbent vendor information. Contractors must comply with New York prevailing wage requirements and living wage policies and submit anti-discrimination and sexual harassment prevention certifications. The project requires a 100% performance bond and necessitates contractor responsibility for managing leachate levels, daily reporting of manually measured tank levels, transporting leachate offsite to approved disposal facilities, and ensuring compliance with dual containment and spill prevention regulations. The remote monitoring system must integrate the Siemens SITRANS LR110 Radar level transmitter (80 GHz non-contact measurement device with 15-meter maximum range, 2 mm accuracy, and MODBUS RTU communication protocol) with existing tank infrastructure at both landfill sites. While specific budget ranges or award values are not disclosed in the procurement documents, the bid form establishes a $25,000 extra work allowance line item for tank repairs and includes four additive bid items for piping replacement (six-inch diameter HDPE piping at Caswell and PVC piping at Hillview) that allow bidders to propose costs for optional scope expansion.

BACKGROUNDThe Caswell Road Landfill is located in the Town of Dryden. The landfill's leachate collection system conveys leachate via gravity to two 8,000-gallon underground FRP storage tanks located on the western side of the landfill, east of Caswell Road. The leachate tanks were originally installed in 1988 during the closure of the landfill. The most recent upgrades to the existing valve pit and associated fill piping were completed in 2003 to replace the existing valves and piping with larger diameter PVC piping. A third-party hauler pumps out the tanks as needed via a gasoline fueled transfer pump. On average, from July 1 to August 31, the third-party hauler picks up and delivers less than 2 loads (8,000 gals/load) of leachate per week per site to an approved disposal facility. The tank levels are determined manually using a level rod as there is currently no tank level monitoring equipment. The Caswell Road closed landfill site is currently used by the County Highway department as a satellite gravel and equipment storage location. This activity should have no significant impact on the Project. The closed Tompkins County Sanitary Landfill No.1 (Hillview Road Landfill) is located on Hillview Road, in both the Town of Danby, Tompkins County, and Town of Spencer, Tioga County. The landfill was in continuous operation starting around 1970 for disposal of municipal solid waste. Originally the "Landstrom Landfill," Tompkins County took ownership of the 128-acre site in 1986 and operated the facility until all site closure activities were formerly completed in 1992. At this time, two 30,000-gallon stainless steel gravity-fed leachate tanks were installed on the northern edge of the landfill. A third-party hauler pumps out the tanks as needed via a gasoline fueled transfer pump. On average, from July 1 to August 31, the third-party hauler picks up and delivers 1 load of leachate per week (8,000 gal/load) to an approved disposal facility. The tank levels are determined manually using a level rod as there is currently no tank level monitoring equipment. PURPOSE OF REQUEST TCRMM is soliciting bids for work at two locations. At the Caswell site work includes cleaning of leachate conveyance piping, cleaning and refurbishment of two underground tanks, inspection of leachate conveyance lines, replacement of three control valves, tightness testing of said tanks, and the installation of remote level monitoring equipment. At the Hillview site work includes cleaning of leachate conveyance piping, cleaning and refurbishment of two underground tanks, inspection of leachate conveyance lines, tightness testing of said tanks, and installation of remote level monitoring equipment. PROJECT MANAGEMENT The Tompkins County Department of Recycling & Materials Management will be the administrative agency for 2026 Closed Landfill Leachate Systems Improvements. As such, management of and contract administration will be overseen by the Department, and staff will be directly involved in all stages of the project. The Department's consulting engineer, Barton & Loguidice, will provide construction administration and observation in coordination with the Department.
