About this file
This is a Measurement and Payment document outlining the billing and compensation structure for a state and local construction contract involving landfill leachate system improvements at two facilities: Caswell Landfill and Hillview Landfill. The contract encompasses multiple service categories including tank tightness testing, debris and sludge removal, high-pressure cleaning of leachate collection lines, camera inspection of piping systems, installation of control valves, underground conduit installation for remote monitoring equipment, remote monitoring system deployment, electrical infrastructure removal, construction dewatering, and site erosion and sedimentation control. Payment items are structured as either lump sum contracts or unit price contracts, with 14 base items and four additive bid items for piping replacement at both landfills. Lump sum items for general conditions, performance bonds, mobilization/demobilization, tank tightness testing, remote monitoring equipment, electrical infrastructure removal, construction dewatering, and erosion control are compensated based on estimated percentage completion reviewed and approved by the Owner. Unit price items for debris removal (measured in cubic yards), high-pressure cleaning and camera inspection (measured in linear feet), and control valve installation (measured per unit) are paid based on actual quantities performed.
Partial payments are made monthly prior to the 25th of each month through completed Application for Payment forms, subject to correction in final invoices, with a minimum threshold of $5,000 per payment period. All final quantities must be verified by a third-party licensed surveyor unless otherwise approved by the Owner or Engineer. Contract unit prices remain constant regardless of quantity increases or decreases from the bid form estimates, with no additional compensation provided for slopes or anticipated profits. Materials delivered to the site may be paid for upon request at the Owner's discretion, becoming Owner property, while the Contractor remains responsible for any damage or loss. The Owner retains the right to eliminate contract items deemed unnecessary without invalidating the overall contract. Incidental work including litter cleanup, site restoration, temporary shelters and utilities, and traffic regulation is not separately measured or paid but is included within contract item compensation.
