About this opportunity
The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 is conducting a market survey seeking potential sources for ground ambulance services under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The VA seeks qualified vendors to provide 24/7 non-emergency ambulance transportation services including Stretcher Transports for Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services across Eastern Colorado and surrounding counties, serving the Rocky Mountain Regional VA Medical Center and its 13 Community-Based Outpatient Clinics. Key contract requirements include maintaining 97% on-time performance for scheduled pickups within 15 minutes of scheduled time, 97% compliance for incident reporting, and 95-100% compliance for monthly invoicing; contractors must employ state-certified EMTs and Critical Care Transport Paramedics, maintain appropriate insurance coverage, comply with HIPAA and infection control protocols, and utilize the VetRide Vendor Portal for all orders and invoicing. This is a sources sought notice issued strictly for market research purposes, and no award will be made on responses submitted; respondents must provide company information, point of contact details, SAM UEI number, and indicate eligibility for small business programs. Responses must be submitted to Chris Hollingsworth at Christopher.Hollingsworth2@va.gov by 2:00 p.m. Mountain Standard Time on Wednesday, March 11, 2026.
This procurement carries no set-aside designation and no current contractor or incumbent is identified in the notice. No specific award value or budget range is disclosed in the pre-solicitation materials, as this is a market research effort rather than a formal solicitation. The anticipated service area encompasses 224,296 veterans with an expected annual volume of approximately 10-30 transports per weekday, significantly less on weekends and holidays, with the contractor required to handle up to 30 simultaneous transportation requests. Response times required are 30 minutes for emergent transports from the VA facility and 60 minutes for add-on requests not previously scheduled. The anticipated NAICS code is 621910 (Ambulance Services), and the product service code is V225. Responses will be archived 60 days after the response date, and the Government explicitly reserves the right to issue no subsequent solicitation or award any contract based on this market research notice.
