Q: There is no definition or measurement provided for Men's standard or large calf size in Attachment 3, section 1.4 or Attachment 5, section 1.4 or in the SOW. As such, how will the government determine if the calf size offered by a supplier is sufficient to meet the needs of the USAF firefighter?

According to the study: "Firefighter Body Dimensions for Updating Safety Specifications for Fire Apparatus and Firefighter Protective Equipment" October 2015, includes NIOSH Dataset RD-1007-2015-0, based on 863 male and 86 female subjects, indicate a 99th%ile male calf circumference of 18.3 inches and a 99th%ile female calf size of 17.4 inches. Alternatively, the USAF conducted an AirCrew Sizing Survey (not firefighters) in 2011. The link is: www.dtic.mil/cgi-bin/GetTRDoc?AD=ADA612756. The study results, based on 640 male subjects, indicate a 99th%ile calf circumference of 17.87 inches with a maximum observed value of 18.43 inches.


The [REDACTED] firefighting boot that we are proposing exceed the 99th%ile for both men and women's (sizes 7.5 and up) as indicated in the NIOSH study for firefighters. As such, in the absence of a specifically defined dimensional requirement to the contrary, [REDACTED] believes we do not need a separate boot line item/sub-CLIN with a "wider" calf circumference to fit beyond the 99th%ile male and female firefighter population.


If for some reason a firefighter did appreciably exceed the 99th%ile calf sizes and requires a wider calf than currently provided by [REDACTED] boot, [REDACTED] will provide the [REDACTED] boot with a custom calf circumference to meet the individual firefighter's size requirements and meet the requirements of this solicitation. Would this be acceptable to the government?


A: Yes, this would be acceptable to the government.  The documentation that you reference with your question, or similar documentation, must be provided with your proposal as "Substantiating Documentation" in order to validate the technical requirement, as stated, is being met.  The offering of a customized boot needs to be part of your customary commercial practices and not simply an offering for the USAF. As for pricing, whether or not there is a price difference for a custom boot versus the standard option, the FES PPE Ensemble Pricing Matrix still must be completed in its entirety and a price must be entered for the "Wide Calf" CLIN 0015AC in order for the matrix to be considered "Complete".

Amendment 0004 to RFP FA8056-17-R-0001 is in response to questions submitted between 27 JAN 2017 and 01 FEB 2017 regarding the FES PPE Ensemble Final Request for Proposal. It includes changes to the specifications for Product Category D - Helmets only.  All other Product Categories and contract terms and conditions remain the same.  The SF 30 in PDF format for this amendment must be signed and returned with your proposal.

The U.S. Air Force (USAF) Installation Contracting Agency (AFICA) at Wright Patterson AFB, Ohio, is announcing the release of the Final Request for Proposal (RFP) FA8056-17-R-0001.  Please note that there have been changes since the Draft RFP released on 21 October 2016; therefore, Offerors are advised to review the Final RFP diligently.  All potential Offerors should carefully review the instructions in 52.212-1 and Addendum to 52.212-1, as well as the evaluation criteria described in 52.212-2 and the Addendum to 52.212-2 of this solicitation.  AFICA will award contracts in accordance with the evaluation procedures established in the Final RFP.   All responsible business sources may submit a proposal which shall be considered by the evaluation team.


The USAF anticipates answering questions from interested parties on the requirements of this RFP.  All questions should be submitted by email to the Contracting Officer no later than 12:00 A.M. EST five (5) working days before the proposal due date.


The USAF will post to FBO answers to the questions received, starting 6 January 2017.  The RFP amendments may contain updates to the attachments found in the RFP.  Please check periodically to ensure you submit the most recent attachments.


The USAF is not responsible for notifying any interested parties of the solicitation beyond this notice.  It is the responsibility of potential Offerors to monitor the official Government Point of Entry (GPE), www.fbo.gov for further updates and instructions.

This solicitation is for Fire Emergency Services (FES) Personal Protective Equipment (PPE) for the United States Air Force (USAF) fire fighters within the Contiguous United States (CONUS) and Outside the Contiguous United States (OCONUS).


The solicitation will be issued under NAICS 339113 Surgical Appliance and Supplies Manufacturing, the business size standard is 750 employees.


The Government anticipates accomplishing five (5) independent source selections under one (1) solicitation: It is anticipated that each source selection will result in the Government awarding one (1) of five (5) single award Indefinite Delivery Indefinite Quantity (IDIQ) contracts, one (1) award in each of the following product categories:


Product Category A: Structural Firefighting Garments (i.e. coat, pant, and suspenders)
Product Category B: Proximity Firefighting Garments (i.e. coat, pant, and suspenders)
Product Category C: Firefighting Hoods
Product Category D: Firefighting Helmets (i.e. structural, proximity, and technical rescue)
Product Category E: General Purpose Boots


Three (3) product categories will be 100% set-aside for participation by small business (i.e. Product Categories A, B, and C). The remaining two (2) product categories (i.e. Product Categories D and E) will be competed on a full-and-open basis.


Offerors may propose and win IDIQ contracts in any product category as long as the offeror meets the applicable set-aside conditions (i.e., large businesses shall not propose on Product Categories A, B, and C). Offerors shall submit separate, complete proposals for each Product Category. The contract awards will be for one (1) base year and up to four (4) one-year options.


All potential offerors should carefully review the instructions in Section L as well as the evaluation criteria described in Section M of the Solicitation. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Draft RFP. The Government is not accepting proposals at this time. The final RFP will be issued at a later date. Any unsolicited proposals will be discarded.
