FES PPE Ensemble Statement of Work
1. PURPOSE
The purpose of this program is to acquire commercial Fire Emergency Services Personal Protective
Equipment (FES PPE) for United States Air Force (USAF) installations within the Contiguous United
States (CONUS) and Outside Contiguous United States (OCONUS).
2. SCOPE
The description of services listed below establish the requirement of FES PPE for all Air Force, Air
National Guard, and Air Force Reserve fire stations. The following five (5) product categories are considered within scope of this acquisition:
Product Category A: Structural firefighting garments (i.e., coats, pant, and suspenders)
Product Category B: Proximity firefighting garments (i.e., coats, pants, and suspenders)
Product Category C: Firefighting hoods (i.e., standard and instructor)
Product Category D: Firefighting helmets (i.e., structural, proximity, and technical rescue)
Product Category E: General purpose boots
The USAF has established separate acquisitions for the procurement of USAF-Approved Chemical
Biological Firefighting Boots (contract number: FA8056-16-D-0001) and FES PPE Services (yet to be awarded).
3. APPLICABLE STANDARDS & REGULATIONS
a. Industry Standards & Regulations
The contractor shall ensure all products provided under the USAF FES PPE program are manufactured IAW commercial practices and are, at a minimum, compliant with all applicable standards and regulations. Applicable standards and regulations include the following:

Current Editions are noted throughout the standards and regulations listed above to ensure compliance with the most updated versions of each item. In the event of a conflict between the text of this document and the references cited herein, the applicable industry standards, regulations, and DoD instructions take precedence.
b. Trade Agreements & Berry Amendment Compliance The contractor shall ensure all products provided under the USAF FES PPE program are manufactured according to applicable Trade Agreements IAW 10 United States Code
(U.S.C.) 2533a, and are Berry Amendment Compliant IAW DFARS 225.7002-1.
c. Certifications & Verifications The contractor shall ensure all items that require certification and/or verification remain valid throughout the life of the contract.
4. CONTRACT REQUIREMENTS
a. Ensemble Solicitation – Structural Garments

The contractor shall provide General Purpose Boots as specified in RFP Attachment 3 –
FES PPE Ensemble Product Category Specifications, Tab E.

5. DELIVERY AND SHIPPING
a. USAF Locations
The contractor shall ensure capability to deliver purchases to all USAF locations listed in RFP
Attachment 7 – FES PPE List of USAF Fire Stations.
b. CONUS Timelines The contractor shall deliver all purchases within 45 business days for CONUS shipments and all shipping costs shall be included in the price of the product.
c. OCONUS Timelines The contractor shall deliver all purchases within 55 business days for OCONUS shipments and all shipping costs shall be included in the price of the product.
d. Delivery Schedules
i. The contractor shall ensure all deliveries are made between the hours of 8AM and 3PM, local time, Monday through Friday, excluding Federal holidays. Deliveries outside of these hours shall be coordinated and approved by the respective Ordering Official.
ii. The contractor shall notify the respective Contracting Officer or Ordering Official, noted on the Delivery Order, of any delay in meeting the delivery requirements. However, any allowance of the delay in delivery does not change the terms or conditions of the contract.
e. Tracking & Shipping
i. All shipping associated with the purchase of new products will be FOB destination.
ii. All shipping rates shall not exceed United States Postal Service (USPS) rates.
iii. The contractor shall utilize USPS for all OCONUS product shipments.
iv. The contractor shall be responsible for tracking all product shipments to their final destination.
v. The contractor shall utilize a tracking system which includes carrier, date shipped, tracking number, contracted delivery date, and actual date received.
vi. The contractor shall include a copy of the order with each shipment.
vii. All boxes furnished by the contractor will be considered a deliverable item and shall be
Government property at the end of the contract period.
6. WARRANTIES
a. Standard Commercial Warranty
i. All standard commercial warranties shall apply to any products purchased under this contract and shall be enforced by the Government through the contractor at no additional cost to the Government.
ii. The contractor will notify the Ordering Official designated in the individual task order of the estimated completion time for the warranty repair. The contractor shall return the item to the requiring Air Force Fire Department when the warranty or service guarantee repair is completed, along with documentation of repairs made.
7. REPORTING REQUIREMENTS
a. Summary Reports
FES PPE Ensemble Statement of Work
The contractor shall provide the following summary reports on a recurring basis as directed in
Contract Data Requirements List (CDRL) 1 – FES PPE Quarterly Data Reporting and CDRL 2 –
FES PPE Program Management Reviews, respectively.
i. Quarterly Data Reporting
The contractor shall submit a Quarterly Data Report to the USAF FES PPE Contracting
Officer IAW RFP Attachment 4 FES PPE Ensemble Statement of Work (SOW) – CDRL
A001 – FES PPE Quarterly Data Reporting. This report will convey the contract performance and Government spend during the preceding quarter.
ii. Annual Program Management Review
The contractor shall conduct an Annual Program Management Review (PMR) with the
USAF FES PPE Acquisition Team IAW RFP Attachment 4 FES PPE Ensemble Statement of Work (SOW) – CDRL A001 – FES PPE – CDRL A002 – FES PPE Annual Program
Management Reviews. The Annual PMRs will cover contract and vendor performance, Quarterly Data Reports accumulated over the preceding four (4) quarters, as well as other advisory documentation.
8. PERFORMANCE MANAGEMENT
a. Management Plan
The contractor shall follow the plans and procedures, as provided in its Management Plan, accordingly:
i. Delivery Timelines
The contractor shall ensure timely delivery of products to CONUS and OCONUS installations within the required timelines.
ii. Capacity Assurance
The contractor shall ensure there is adequate capacity to provide the projected annual product quantities under this contract.
iii. End of Fiscal Year Surge
The contractor shall ensure there is adequate capacity to perform (i.e., produce and deliver) under the end of fiscal year surge.
9. GENERAL INFORMATION
a. Safety & Environmental
The contractor shall comply with all applicable Federal, state and local safety, health and environmental regulations, including the National Environmental Policy Act (NEPA).
b. Site Conditions & Base Access
In the event the contractor has to access an Air Force installation, site conditions shall be considered those that include Force Protection Condition (FPCON) Alpha or Bravo. Under such conditions, contractor personnel will be required to obtain official base access granted IAW the specific military installation’s instructions.
c. Security Requirements
The contractor will not require access to classified information in performance of the contract.
