This solicitation is issued as a Request for Quotation [RFQ]. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2005-72.
The solicitation 12912819Q0012 is 100% set-aside for small businesses.
The North American Industry Classification System [NAICS] code for this acquisition is 115310 with the Size Standard of $7.5M in annual revenue.
The USDA Forest Service intends to award one firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government.
Line Items are listed in the solicitation RFQ Section B, Schedule of Supplies/Services.
The USDA Forest Service, Pacific Southwest Region (5), has a requirement for Unauthorized Route Decommissioning Service at multiple locations within the Cleveland National Forest.
Scope of the project/work consists of the elimination of existing impacts to natural and heritage resources from unauthorized motor vehicle use on the Descanso Ranger District, Palomar Ranger District, and Trabuco Ranger District of the Cleveland National Forest. These unauthorized routes will be restored to natural appearing condition through a method known as Extreme Surface Roughening to achieve decommissioning of the routes. Pipe rail barriers/signs shall be fabricated and installed at the access points of these unauthorized routes to prevent vehicles from accessing the newly restored resource area. The work is not road-building or repair effort. Decommissioning of unauthorized routes is considered forestry restoration through the placement of barriers, filling, re-grading, planting, seeding or otherwise restoring forest habitat to a natural state for those areas with damaged landscape, primarily though unlawful use of motorcycles, all-terrain vehicles, and other off-road vehicles. The resulting service contract shall provide for all services necessary to perform work ordered by the Government for Unauthorized Road Decommissioning including fabrication and installation of pipe rail barriers, pipe rail gates and horse gates, and the scarification - also known as Extreme Surface Roughening - of unauthorized motorized vehicle routes in compliance with its terms and conditions and specifications of drawings.
The estimated start date is estimated June 2019 for 300 total calendar days.
