The following are responses to Request for Information [RFIs] 1-60 received for this solicitation:
1. Due to the extensive road damage all sites will need access repair. Is the contractor allowed to use soil in area?
Answer: There are sites that need access improvement, filling ruts/slumps with on-site material within adjacent existing road prism but the contractor need to notify CO any deep blading over 6 in. to generate material.
2. 5 sites have major road damage with washouts deeper than 5ft. Can contractor excavate area for fill or will contractor have to truck in soil for road repair.
Answer: Think of these washout as erosion restoration, re-contour road prism to generate material at these spots for access while considering restoring the landscape/controlling erosion at these locations once decommissioning is completed.
3. What are the size of sign panels to be installed?
Answer: Aluminum 18 in. x 18 in.
4. What do the sign panels get mounted to?
Answer: 2 lbs./ ft., 8’ U-Channel Green Enamel Post directly driven into ground, approximately 1/4 post length into strong soil and 1/3 post length into weak soil.
5. What type of hardware is required for sign attachment?
Answer: Tamper proof type nut/bolt or crew.
6. Are the forestry gates Galvanized or are they also uncoated?
Answer: Swing gate and horse gate are uncoated, FS gate is powder coated.

7. Due to the extensive road repairs prior to work we are requesting an additional 60 working days be added to time
Answer: There are several sites need access improvement but most of them don’t. We do not anticipate 60 days’ worth of access improvement activity in this contract. Estimate 2-3 weeks filling ruts and washout depending on type of equipment/truck brought in. There are rough spots but not entire length of roads need graded. The Government may consider additional time as needed based on current conditions of the road at the time of work.
8. Will the Forest Service be willing to change "Calendar Days to Work Week Days?
Answer: For the purpose of this project/contract, the POP shall be in calendar days.
9. Will contractor be able to bill monthly progress payments?
Answer: Yes.
10. Will the Forest Service make progress payments within 30 days of billings? If not what is time frame for payments.
Answer: Yes; confirming 30 days.
11. Will the contractor be reimbursed for days lost due to inclement weather?
Answer: No. The Government may consider time extension during contract performance.
12. Will the contractor be allowed to work during high fire season?
Answer: Depending on Project Activity Level [PAL] of the day the contractor may or may not allowed.
Please see Attachment 6 Fire Plan.

13. What do green dots on site maps represent?
Answer: A site with specific work description/details in addition to typical Chunking/Ripping/Slash.
When seeing a site with green dot, please note this site needs extra details.
For example: ‘Buckman Springs Area’ map has site 16S12-6.01L-2 with a green dot. Besides ‘Chunking’, ‘Re-contour’, ‘Slash’, ‘Debris Removal’, and ‘Sign’ as listed in ‘Work Summary’ table, site 16S12-6.01L-2 has a drawing for saw cutting existing helipad and restore slope of the pad.
14. Is there any significance to the underlined routes under Route_NO in the Work Summary?
Answer: No; document did not remove formatting after adding the sites to the list.
15. Because access for equipment and especially materials is currently limited to many sites due to degraded road conditions, what are the constraints on re- grading access roads? Also, are there any requirements for the condition of these roads after project completion?
Answer: The contractor is responsible for making access road passable for equipment and material hauling with minimum grading possible. Constraint: minimum grading and limit grading within existing travel way. The contractor is not required to improve access roads or leave these roads in improved condition after project completion.
16. Are there any limitations on impacts to surrounding vegetation during decommissioning implementation?
Answer:
For equipment clearance, notify the Contracting Officer for approval if a tree or a large tree branch outside earthwork limits needs to be removed.
Limit collecting vegetation slash material within 25 feet on both side of routes, the contractor can trim small branches for slash but do not cut the trees.

17. Specifications 202.03 – If culverts or other features are uncovered during decommissioning, will removal be completed under a modification? Or should potential costs be included as part of the contract?
Answer: Most of the routes are not roads, on these routes culverts or other structures are not expected. There are a few roads on the list as the road number suggests: 13S10, 17S08, etc., when culverts or other features uncovered, they should be removed and disposed of off the forest. Removal of the structures is incidental therefore potential cost should be included in the contract.
18. Will construction water be required on site for compaction, dust control or any other work (other than mixing concrete)?
Answer: Water to facilitate compaction effort is if the soil is too dry at the time of placement. No dust control required with the described earthwork.
19. Will any engineering, submittals or testing be required (other than spec for concrete mix)?
Answer: Submittals for riprap, gabions, jute material, pipe rail barrier, straw wattles.
20. Is there a Specification for Storm Proofing? Does this involve re-grading the roads as specified in Restore Drainage Section 839? If so, will water be required? Will over side drains need to be installed?
Answer: 2 lbs./ ft., 8’ U-Channel Green Enamel Post directly driven into ground, approximately 1/4 post length into strong soil and 1/3 post length into weak soil.
21. Specifications Section 883 – Are there any specific distances that will trigger the cleaning requirements? Will machines need to be cleaned when moving between individual sites? Or between different Ranger Districts? Also, how much notice will Government need to schedule inspection prior to moving equipment?
Answer: The equipment should be cleaned at commercial carwash type facility with all soil material removed as the standard (check undercarriages and tracks of tracked equipment). This should happen before beginning any work on the forest and then when moving between districts (Especially important when moving FROM the Trabuco District to the other districts). Please give 3 day notice.

22. Are there any specifications for sign installation? Are these installed in concrete footings?
Answer: 2 lbs./ ft., 8’ U-Channel Green Enamel Post directly driven into ground, approximately 1/4 post length into strong soil and 1/3 post length into weak soil.
23. On RFP Bid Items, Sign and Post, it states signs are provided. Are posts provided also or will contractor need to provide these?
Answer: Posts are provided by the contractor.
24. Specifications – Specifications list numerous details. Are all applicable to this project? And do the Specifications or the Work Summary supersede if there are conflicts?
Answer: Specifications generally cover a broad range of applications and the contract provides specific method(s) that applicable to the project. In case of discrepancy, notify the CO for verification.
Specifications generally supersede work summary.
25. Specifications Section 602.03 – Which concrete composition method will be required (it was not apparent is the schedule of items)? Will concrete cylinders and slump tests be required and if so, how many?
Answer: Method C, no tests required.
26. Specifications Drawings – Rock Boulder Barrier: This diagram states minimum rock size of 36 inches while base bid items list 30 to 34 inch. Which will be required? Also, diagram requires rock color to match natural on-site rocks. Will this require natural landscape type boulders? Or can standard grey riprap be used?
Answer: Boulder size 30” – 36” are accepted, exact 36” is challenging. Standard riprap is acceptable.
No landscape boulders required.
27. Specifications Drawings – Gabion Grade Control – Are these standard 3 foot wide gabions?
Answer: Yes, 3’ wide x 1.5’ deep x 12’ long; per plan

28. Please provide specific details and descriptions as to the USFS expectation regarding stormproofing in the context stated in the work summary.
Answer: Use Restore Drainage Section 839, install water bars with lead off ditch, no water required, no new overside drain installation required.
29. Some trailwork on several specific jobsites in this contract is specified as requiring handcrews in the notes on the work summary. Can we instead use smaller machines where appropriate and more efficient?
Answer: We are required not to use equipment at these sites.
30. Site 8S01-5.95R-1 -- Margarita Peak.
a) For this job site, there is a discrepancy between the map and the work summary. The map shows decommissioning of trail 8S01-5.95R-1. However the work summary notes "dirtbike trail along wilderness boundary; 21 foot barrier."
b) Does this trail (8S01-5.95R-1) need to be decommissioned, as per the map, and a barrier added?
Or is the intent only to add a barrier?
Answer: a) In this case the decommissioning is installation of the barrier and sign to close this route.
b) Add barrier and sign. No earthwork specified.
31. Sites UND8243, UND8248, UND8250 -- Wildomar South Main Divide
The map and the work summary action state "decommission." However the notes state "hand earthwork and stormproofing."
Does the USFS want this trail decommissioned and removed, or repaired? There's a huge oak tree that is fallen across the trail at the creek location. Does the USFS want this tree removed as part of trail repair, assuming that trail repair, and not decommissioning, is the objective for this location?
Answer: The oak tree stays. Decommissioning, not repair.

32. There are several "Add drainage structures as needed" specs in the work summary table, some for sites that are difficult to access. For example, on Indian Flats, we observed a drainage structures approx. every 25 yards. In contrast, on some other trails, we observed approx. two per mile. Given this spread, we're unsure how to price this accurately to meet USFS requirements and budget. Could you please provide further clarification on this?
Answer: Drainage features - not specified as culvert or overside drain - are typical rolling dip, water bar with leadoff ditch.
33. In relation to cutting new roads and trails for motorized and/or non motorized use.
a) What specifics, if any, are we to follow regarding road grade, and/or drainage?
b) Is the forest service going to stake and flag new roads that are cut? Or is it just at the contractor's discretion?
Answer: a) There is no new trail or road construction in this contract. b) N/A
34. On a significant portion of the job sites, the access roads were impassable for vehicles and machinery. This is independent of the actual work requirements for those sites. The road repair needed in order to mobilize equipment and materials to the job sites is not inconsequential. This is a serious concern in relation to overall bid pricing. For example, the Hauser Wilderness Area where everyone had to stop the vehicles and hike up to the site.
Answer: Access improvement needs to be minimum as possible and incidental. Bid estimates should incorporate access improvement.
35. Site 16S12 -- Bear Valley Road site with helispot restoration project.
a) For the helipad, the estimates of 6.5 yards asphalt to be removed to a county approved disposal site appear inaccurate based on our site visit, unless only the front of the helipad (per the drawing) is to be trimmed.
b) Could you please elaborate/provide further clarification on the work the USFS wants done to the helipad? It is unclear from the drawings and based on the condition it's in.
Answer: a) Correct, trim as shown on drawing. b) The helipad will remain for use. The intention of the work described is to restore proper drainage and prevent erosion, create stable slope and provide favorable conditions for vegetation to re-establish.

36. Site 16S12-6.014L-2 -- Buckman Springs site with watertank project
The access to the Buckman site is challenging at best. The road is extremely steep with rolling dips, prohibiting access to the site with an adequate sized dump truck for concrete removal. Regarding drawing 16S12, Notes # 3; Instructions are to fill in ruts with excess material. Based on the site visit, excess material is not available. If we're going to take the water tank out, we'll need filldirt. Can we create a borrow pit?
Answer: Use cut/fill balance as the site condition allows. We will not create a borrow pit.
37. Site 15628 -- Japatal site.
At the end of the work summary notes for this location, it says "remove stock ponds" but no other instructions or specs are provided. At the Hauser location (17612 – Dam Breach site), where a stockpond is also being removed, more specific instructions are provided. Does the USFS have concurrent detailed instructions related to the removal of the stock pond at the Japatal location?
Answer: Do not include 15S28 stock pond as well UND371 stock pond/well removal, FS currently does not have available details needed.
38. Regarding having a Fire Supervisor and potential additional fire personnel.
For the various site locations under this contract, it's expected that Project Activity Levels will consistently be B or higher, according to the National Fire Danger Rating system. We as experienced wildland firefighters feel that it is imperative to point out that it would be difficult to ensure fire safety and meet USFS requirements on same with just one qualified fire patrol person present during multiple work activities at different locations. For example, if a fence subcontractor is welding a gate in a different location than where earthwork activities are going on. This is not an inconsequential issue, given the nature of the site terrain and attendant fire safety concerns.
Does the forest service require fire protection at both locations?
Answer: Correct; yes
39. El Cajon Mountain – 13S10 – 16.8R1: Is hardening crossing approaches as noted in ‘Work Summary’ required?
Answer: Based on current site condition and after discussion with our specialist, we decided not to harden approaches. Use storm-proofing with drainage control (dip, lead off).

40. Buckman Springs 16S12-6.014L-2.
a) Work Summary indicates that the water tank will be removed while the Helispot Restoration Notes indicate that the concrete guzzler is filled with compacted fill. We are assuming the water tank and the concrete guzzler are the same structure is that correct?
b) Optional item in the RFP indicates “Removal of water tank and debris, disposal.” Is this limited to only the disposal of the concrete? If so, where should the cost of the asphalt demolition and disposal be included?
Answer:
a) Water tank and guzzler are different. Guzzler is a concrete box in the ground at the bottom of the helipad slope, roughly 3’ – 4’ wide and 4’ – 6’ long and a few feet deep. Instead of removing this structure it is okay to bury in place. The water tank is on the hill next to the helipad as shown on 16S12 Bear Valley Road Helispot Restoration drawing. This is a large above ground structure.
b) Asphalt demo and disposal is incidental to re-contour adjacent slope of the helipad.
41. Helispot Restoration
a) Notes 3: What is Placement Method 4?
Answer: Should be included in Road Decommissioning Compaction Specification and should read:
(d) Placement Method 4. Adjust the moisture content of the material to a moisture content suitable for compaction. Fill the interstices around rock with earth or other fine material as practical. Operate hauling and spreading equipment uniformly over the full width of each layer.
b) Helispot Restoration Notes 8: “Re-install 2 Overside Drains…..” Are these drains currently existing on-site for re-installation? Or will these need to be purchased and installed?
Answer: They should be on-site and just need to be re-installed.
c) Will saw cut asphalt area require a new curb?
Answer: No.
d) On Work Summary Notes: “……and hand earthwork on far side of road.” Where is this? Is this in relation to the access road to the helipad? Or the main road to the south?
Answer: There is an impacted area across the road that can use some brushing/raking and trash cleanup. No machine work.

US FOREST SERVICE
42. El Cajon Mountain 13S10-16.8R2
a) Debris removal is listed in the Work Summary and is presumably the removal of the concrete culverts. At the site visit, it was mentioned that the concrete could remain on site and that only the reinforcement metal would need to be removed. Is that correct? And are there any size requirements for breaking the concrete and does all reinforcement metal need to be removed?
Answer: Concrete should be broken into riprap size pieces; approx. 24” in longest dimension. It can stay on site and be used to line the slopes in the new channel created during the breach. Rebar/steel needs to be removed. It if sticks out from the concrete then sawcut protrusion and remove, but do not break concrete open to get at rebar. The intent is to not create an impalement hazard by leaving the concrete behind.
b) It appears that there may be significant additional work in addition to the trail decommissioning. Is the intent for that work to be covered with the .1 miles of re- contouring?
Answer: Yes; It is for the diversion removal.
43. Visited Hauser Wildnerness 17S12 on our site visit but how do you access the remaining sites to the east? We later tried accessing from the south but it appears all those roads require transit through private property. Also, can we assume access as we did on the site visit through the private property? Can we grade portions of the road on private property and will that work and general access require any additional efforts with the USFS and/or land owner?
Answer: The remaining sites to the East can be accessed from Lake Morena area, also through a locked gate (32°39'19.5"N 116°31'25.5"W) with a FS lock, FS key will be loaned to contractor during construction. We did go through private property on the formal site visit on April 25, 2019.
FS needs to contact private owners regarding grading portions of road on their land. At the time of contract preparation there was no indication that grading was needed on private land; where our convoy stopped and we started hiking site 17S12 to look at the dam, we were about 150 yards onto the forest past private boundary. Use minimum grading for equipment access. Note: 17S12 doesn’t require barrier installation.
44. Hauser Wilderness 17S12
a) On 17S12 Dam Breach Site Notes 1 it is indicated that the channel width (at grade) is proposed at 15 feet in width. What are the limitations on the excavation foot print surrounding the site? It may present difficulties to achieve this while still getting machines out with a 1:1 slope. Can equipment construct a temporary access road on the pond side? Or should the slope be reduced to facilitate traffic?
Answer: Max slope is 1:1 but a reduced slope may be used to facilitate egress. This will generate more material and will have to be disposed of like the original quantity.
b) On 17S12 Dam Breach Site Notes 5 it indicated spoils will be hauled approximately .5 miles to Site 17S12 Road-Channel Intersection Repair Site. During the site visit, discussions indicated that the material could be re-utilized on the road surface near the site since this would save significant effort. Are there additional details on the disposal methods and areas?
Answer: Use as much material as is necessary at the other site 0.5 miles away. The remaining material can be disposed of along the road in areas as designated by the CO. There are places to put fill material within the road prism between the two sites to re-contour the hill slope, compaction method 4, lightly compact the top 4” of finished surface. Figure the Road/Stream intersection area as the maximum haul distance.
c) On 17S12, what is the debris removal referenced in the Work Summary?
Answer: There is no typical debris at this site, it is the removal of the dam as a significant cost not cover under typical earthwork pay item.
d) 17S12 Road Channel Interaction Repair spec indicates 5 cy of class 2 riprap in 2 locations. At the site visit it was discussed that this would consist of local rock generated on site. Is this still correct? Or will riprap need to be imported? Also, will geo-textile fabric be required under the rock?
Answer: Use site generated rock. No fabric
45. Hauser Wilderness UND 566 and 17S08. Are there any additional details for these grade controls (other than the standard drawing) and where will they be installed on the sites?
Answer: Typical gabions to reduce profile steepness and retain sediment, location will be staked by the Government/Forest Service.
46. Hauser Wilderness UND 371
a) Will the dam be removed completely? If so, where will the spoils be deposited?
Answer: No.
b) Will the well be removed? If so, are there any specific County requirements that will need to be incorporated for well abandonment?
Answer: No.
CLEVELAND NATIONAL FOREST

47. Indian Flats PCT-SPUR-PRD.
As a non-motorized trail, does storm proofing involve reducing the trail width? Or will work be limited to erosion control BMPs?
Answer: Trail width is limited to 48”, could use narrowing at certain sections.
48. Kitchen Creek Central/Sheephead UND8426
a) Are there any additional details for the 12.5 yrd grade controls? Where will they be installed?
Answer: Typical gabion grade control, location will be staked by the Government/Forest Service.
b) In the Notes column, is “needs structures” in relation to the grade controls? Or is this a different work element?
Answer: Correct, it’s gabion grade control.
49. Lake Morena UND 330
What is the best access for bringing in materials? If on UND 335 and 382, can these be temporarily widened and graded to accommodate truck traffic prior to restoration?
Answer: Access through UND382, small pickup truck can access from poopy Drive, Campo CA 91906 (32°40'55.8"N 116°30'34.5"W). Limit access improvement to trimming brushes and filling deep ruts.
b) In the Notes column, is “needs structures” in relation to the grade controls? Or is this a different work element?
Answer: Correct, it’s gabion grade control.
50. UND 330 Morena Channel Reconstruction
a) detail #3, what is Placement Method 6?
Answer: (f) Placement Method 6. Adjust the moisture content of the material to a moisture content suitable for compaction. Compact using an approved mechanical tamper for a minimum of three complete passes.
When compacting with rollers or hauling and spreading equipment is not practical, use approved mechanical tampers for a minimum of three complete passes.
b) On UND 330 Morena Channel Reconstruction details are both grade control and drop structures gabion type construction?
Answer: The drop structures are typical riprap.

51. Margarita Peak UND 9120
a) Since there is a gate that will be added, will this trail be re-graded as a road? Or completely removed?
Or partially removed and remain as a pedestrian trail?
Answer: It is a horse gate for a trail not a road, we will keep a trail width.
b) In addition to foundations and other debris, will septic tank need to be demoed and hauled from site under the optional line item?
Answer: Yes.
52. North Kitchen Creek 15S17-1.44L-1
Will barrier be installed along main road? Or will it be around dirt road at camp site?
Answer: It will be in the campsite.
53. North Kitchen Creek 15S09-2.46L
Are there any work elements associated with this site? Or is this strictly administrative?
Answer: Correct. No work.
54. Pine Creek 14S05-6.25R1
a) Will boulders be placed next to (lining) Pine Creek Road? Or will any portion of the trail/pullout remain?
Answer: Boulders will be placed next to (lining) Pine Creek Road.
b) Truck access for rock deliveries will likely be from Sunrise Hwy. During our site visit, we noticed that the road is narrow, winding and asphalt with pothole and crumbling edges. Will contractor be responsible for any damage to Pine Creek Road resulting from truck traffic?
Answer: Section C. The Contractor shall repair all associated damage on established roads caused by their operations or equipment prior to partial or final payment.

55. Option 1 Japatul Valley Road 15S28
a) Are there any details for the 7.5 yrds of grade controls?
Answer: Typical gabion grade control. This particular site has narrow deep erosion within entrenched section of road that needs grade control.
b) Is there a map for this site? We noticed one silted stock pond approximately 1500 feet east of the gate. There is also another approximately 1000 feet north of the gate, on the east side of Hwy 79. Is this included in the work area?
Answer: Yes, the map is “Japatul Valley Road Area”. The ponds are not within work area.
c) Where will the 8 T of boulders be placed?
Answer: For grade control in channel near the beginning of the road, will be staked by the Government/Forest Service.
56. The wage rates that are included in the solicitation are for services of work and not new construction ie: gates, barriers, new fence, etc. Will the rates be adjusted?
Answer: Contractors and the Government shall follow the Conformance Request process – Request for Authorization of Additional Classification and Wage Rate (Standard Form 1444). Please refer to page 9-10 of the SCA Wage Determinations – solicitation attachments 7 and 8. Conformance Request steps 1 and 2 as follows:
1) When preparing the bid, the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).
2) After contract award, the contractor prepares a written report listing in order the proposed classification title(s), a Federal grade equivalency (FGE) for each proposed classification(s), job description(s), and rationale for proposed wage rate(s), including information regarding the agreement or disagreement of the authorized representative of the employees involved, or where there is no authorized representative, the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.
