The following are responses to Request for Information [RFI] 61 and clarifies or revises previous responses for RFIs RFI 43, 46, and 56 received for this solicitation:
1. When pricing optional items related work in the base bid, should we assume contractor would be able to do this work while contractor is on site for the other work? Or are these items that may come up later and require additional mobilization?
ANSWER: Confirming Mobilization is not a price line item for the Optional Items 1-3. Additional mobilization may be required for the optional items. Shall be dependent on the awarded contractor’s anticipated project schedule and the Government’s necessity for the optional items execution.
43. CLARIFY
Can we assume access through the private property as we did on our site visit? Or should we assume access from Lake Morena on the SDGE easement road? If we utilize access from Lake Morena, will SDGE allow road repairs?
ANSWER: The contractor should be able to use either access. Forest Service will contact San Diego Gas & Electric [SDGE] regarding road repair as needed. The contractor is allowed to do minor repair for equipment access. Contractor shall be required to give advanced notice to the Government to include description of intended repair to avoid conflict with SGDE activities. Contractor shall also photo document the work. Prior Forest Service visit to sites December 2018 road was passable.
46. CLARIFY
I’m not sure if the answer indicates that the dam is not removed completely but instead just breached to re-establish hydrology, or if there will be no work at all related to the dam and well?
ANSWER:
Confirming no work.

56. REVISED
Are the initial bid submittals to be based on the wage determinations provided with the RFP? And then adjustments are made for specific categories? Or should the DBA wage rates to be included in the initial submittal. If that is the case, how will bid pricing be compared if bidders don’t assume the same wage rates for each of the specific work element? There may be confusion as to exactly when something is considered “new construction” especially to related work elements (i.e. grading, etc.) that occur in conjunction with what would typically be viewed as new construction.
REVISED ANSWER:
Offerors shall submit pricing in accordance with the SCA Wage Determinations in addition to the newly added Construction (Davis-Bacon Act) Wage Determinations. Cost breakdown shall be provided identifying those bid items that are priced based on services (SCA WD) and those priced as construction (DBA WD).
The solicitation has been revised as follows:
Section B NOTE 2. This project includes both service and construction work elements. Accordingly, both Service Contract Act [SCA] and Construction (Davis-Bacon Act) Wage Determinations are included in this solicitation. Offerors are instructed to provide a cost breakdown that shall identify those bid items that are priced based on services (SCA WD) and those priced based on construction
(DBA WD).
