About this opportunity
The National Institutes of Health (NIH), a civilian agency within the Department of Health and Human Services, has issued a Special Notice of Intent to Sole Source a contract for Transportation Management System Maximo Support Services. The notice indicates NIH's intention to award the contract to Total Resource Management for supporting the Transportation Management Branch (TMB) of the Division of Logistics Services. Specifically, the contract will provide critical Maximo application support services that are essential for NIH's fleet and freight forwarding solutions. The notice is being published under Federal Acquisition Regulation (FAR) Part 6.302-1, which allows for sole source procurement when a contractor is deemed the only known responsible source capable of providing required services. The notice emphasizes that while the intent is to award to Total Resource Management, the government remains open to alternative capable providers.
The primary purpose of this Special Notice is to solicit potential capability statements from other organizations that might be able to perform the required Maximo support services. Contractors interested in demonstrating their capabilities have until June 9, 2025, to submit a detailed written capability statement that clearly shows they can satisfy the technical requirements. The notice outlines that eligible contractors must be prepared to provide comprehensive Maximo application support, including 24/7 system availability, on-demand administration support, adherence to service level agreements, and robust cybersecurity protocols. The NIH reserves the right to compete the award based on the capability statements received and will use the submitted information to assess potential alternatives. Respondents are advised that no proprietary, classified, or sensitive information should be included in their submissions, and the government is not obligated to provide feedback or acknowledge receipt of responses. The anticipated award timeline is approximately five days after the notice date, contingent on the government's assessment of submitted capabilities.
