This contract requirement was to obtain depot level inspection and repair capabilities for the TH-1H aircraft. The United States Air Force (USAF) TH-1H helicopter is the result of major modifications to a refurbished UH-1H cabin. The modifications include engine, drive train, structural, tail-boom, and rotor modifications as part of the Bell UH-1H-II (Huey II) kit, a Bell 212 nose, an avionics upgrade including glass cockpit displays, and crashworthy seat modifications. The TH-1H is the USAF's primary rotary wing trainer stationed at Cairns Army Airfield (AAF), an airfield just off the main post of Ft Rucker, AL. The primary purpose of the TH-1H aircraft Program Depot Maintenance (PDM) program is to accomplish all repairs beyond the capabilities of the operating units, including rebuild, overhaul, and extensive modification of equipment platforms, systems, and subsystems. This program consists of aircraft zonal inspections of structures and components (including primary structural flight components, critical safety items, engines, drivetrain elements, avionics, etc.) and may require removal, repairing and installation of components to the extent required to conduct a detailed airframe inspection. The PDM program includes corrosion control and structural rehabilitation elements critical to extend operational period of the airframe. The Depot Level Maintenance (DLM) requirements shall also include unscheduled maintenance and the deployment of Contractor Field Teams (CFT). Emergency Drop-In maintenance shall be considered as an unscheduled requirement. This Competitive acquisition conducted in accordance with FAR Part 15 and awarded to Arista Aviation Services, LLC for a 12 month base Period of Performance with four (4) 12 month options.

This announcement constitutes a Notice of Proposed Contract Action. The office of AFLCMC/WIUKB intends to issue a formal solicitation to award a contract with five annual options in support of the TH-1H Helicopter Fleet. This contract will include CLINs to support DLM (Depot Level Maintenance). These CLINs will encompass Tear down, Inspection, Maintenance and repair, Travel, Contractor field team support, Unscheduled Depot Level Maintenance (UDLM), Engineering Support, CAP (Contractor Acquired Property) and Long lead material, Over and above for both labor and material, and a CLIN to support all reporting requirements (CDRLs) for this effort. The estimated period of performance is estimated to start on 30 May 2019 - 29 May 2024. The applicable NAICS code is 336411. In accordance with AFI 16-201 for this contracting action, the participation of foreign contractors is not permitted. The Air Education and Training Command (AF/AETC) has restricted the performance of this requirement to be within 600 miles of Ft. Rucker, Alabama.
