About this file
This document contains four scenarios related to repair and maintenance of TH-1H helicopters. The scenarios outline issues such as damaged parts, misaligned holes, and restricted technical drawings. They request descriptions of repair approaches without provision of all necessary engineering specifications.
The related federal contract opportunity is a notice of proposed award for TH-1H helicopter depot level maintenance. Services will include tear down, inspection, maintenance, repair, engineering support, and reporting. The estimated period of performance is 30 May 2019 to 29 May 2024. The applicable NAICS code is 336411. Performance is restricted to within 600 miles of Fort Rucker, Alabama. The Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base is the contracting agency.

TH-1H PDM Contract Scenarios
State how you would respond to the following scenarios. Be specific.
1) The following drawings contain restricted rights which prevent the Government from sharing with a contractor without written authorization from OEM (Bell Helicopter). If you had to repair/replace an item on that drawing, describe your approach to verify that blueprints requirements were met?

2) Aft center fuel cell cavity bottom panel (P/N 205-030-396-089) has damage underneath an existing field repair doubler on interior of aft fuel cell mating hole. Government cannot provide drawings or stress reports. How would you disposition a repair and what engineering verification would you provide to ensure the repair meets strength requirements?

3) New cargo door tracks (e.g. 205-030-194-009 L/H aft upper track) sometimes come with misaligned pilot holes. Describe your repair approach for proper fit into aircraft. Government may not be able to provide stress reports or all drawings for mating parts.
