Questions and Answers
1) L.II.A.1- The Government states that each volume shall be marked with the RFP number, Offeror’s name and address, and the volume number. The Government has not specified how the proposal shall be bound for submission.
Question:
a) Does the Government want each copy of each volume in written form to be bound in a separate 3-ring binder?
b) Is all of this information required on each page of the submission, or only on the cover page for each bound volume?
Answer:
a) Yes and Section L page 2 para II A. has been revised to reflect the change below. Proposals shall be submitted to the Government in five (5) separate volumes each volume in written form to be bound in a separate 3-ring binder.
b) Only on the cover page.
2) L.II.A.2- The Government specifies that print shall be Times New Roman no smaller than 12 point.
Question:
a) Will the Government allow a smaller font size to be used for charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, and tables?
b) Will the Government allow Arial or Arial Narrow font to be used for charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, and tables?
Answer:
a) No, Section L pg. 3 para 2 states print shall be font size 12.
b) No, Section L pg. 3 para 2 states font shall be in Times New Roman.
3) L.II.A.3- The Government states that the cover page is included in page count, and there is no requirement for each proposal volume to be bound.
Question:
a) Does the Government want each copy of each volume in written form to be bound in a separate 3-ring binder?
b) If the proposal is to be bound in a 3-ring binder, does the cover page on the front of the binder of the written form count toward page count?
c) Would the Government please consider removing this requirement and not have the cover page count in the page count?
Answer:
a) Yes and Section L page 2 para II A has been revised to reflect the change below. Proposals shall be submitted to the Government in five (5) separate volumes each volume in written form to be bound in a separate 3-ring binder.
b) Yes
c) No
4) Is our response to the sample tasks included in the Technical Proposal page count?
a) Yes
5) Page 5 of Section L provision. Paragraph L.II.C.2.b. Will the USG provide a copy of TO 1H-1(T)H-2-1 that is referenced in paragraph 4.16.4 and Work Specification TH-1H-13-070-001?
a) Yes, a set of documents, referred to as the Bidder’s Library will be made available to each offeror. This library will include the TH-1H helicopter Technical Orders that may assist the offeror’s understanding of the requirement. The instructions will be posted on FedBizOpps under solicitation.
