About this file
This Statement of Objectives (SOO) details AEDC's project to update and modify an existing turbine test cell at Arnold Air Force Base to accommodate future engine testing requirements. The modifications focus on two key features: process air ducting and the exhaust gas collection system, with the ability to support single, series, and parallel test article configurations. The project requires a comprehensive approach including design activities (from conceptual to final design reviews), fabrication, procurement, installation, calibration, and checkout of test cell modifications and supporting hardware.
Key deliverables include multiple design review documents, project management plans, risk management plans, technical drawings, analysis reports, equipment specifications, performance test reports, and maintenance documentation. The contract mandates unlimited data rights for the government, on-site training for new equipment, and a quality control plan to ensure milestone achievement. The objective is to provide maximum flexibility for contractors to innovatively manage schedule, performance, risks, warranties, and subcontracts while maintaining clear government visibility into the project's progress and requirements.

Distribution A: Approved for public release: distribution unlimited.
1. Program Objectives AEDC intends to update, upgrade, and modify an existing turbine test cell to accommodate future engine testing requirements. The project encompasses modifications to two key features: process air ducting and the exhaust gas collection system. The modified systems must support various test article configurations, including single, series, and parallel operatio110n.
Qualified vendors must be capable of delivering a complete set of test cell modifications consistent with the specified performance parameters, see SOO attachment 1.
2. Contract Objectives At a minimum, the contract shall define the following:
2.1. Work to-be Performed
Provide specific, performance-based, quantitative terms of the work to-be-done, in the form of a Statement of Work (SOW), to satisfy all project requirements established in SOO Attachment 1 – Performance Parameters. Follow on tasks are as follows:
2.1.1. Design activities to include but are not limited to: Requirements Review (RR), 10% Conceptual Design Review, 30 % Preliminary Design Review (PDR), 60% Design Review, 90% Critical Design Review (CDR), 100% Final Design Submission and Approval, and Procurement Review (PR).
2.1.2. Fabrication activities for test cell modifications and supporting hardware
2.1.3. Procurement and delivery activities for test cell modifications and supporting hardware.
2.1.4. Installation and calibration activities for test cell modifications and supporting hardware
2.1.5. Checkout activities and support for test cell modifications and supporting hardware
2.2. Milestones
Planned, significant events scheduled to occur at specific times in performance of the SOW.
Milestones shall include, at a minimum
• Project Kickoff Meeting
• Business Process Review
• Requirements Review (RR)
