An amendment to the solicitation has been released. The amendment incorporates a revision to the Performance Work Statement (PWS) to add paragraph 1.5.9. Paragraph 1.5.9 has been added per congressional mandate in accordance with FY11 NDAA Section 8108, Contractor Inventory which calls for an annual count of contractors performing services for the Department of Defense.
Amendment 0006 also incorporates a change to Addendum to FAR 52.212-2 Evaluation - Commercial Items. Under Subfactor 2 - Staffing Approach, the measure of merit 2(A)(1)(b)(ii) has been altered to reflect changes from Amendment 0003 which was released on 11 Dec 2012.
Please see the attached amendment for a summary of changes. Also included is a conformed copy of the solicitation as of Amendment 0006.
Due to a system error, the amendment is designated as "0006" despite the fact that it is actually the third amendment. As of 17 Dec 2012 there have been a total of three amendments: 0002, 0003 and 0006.

An amendment to the solicitation has been released. The amendment incorporates revisions to the Performance Work Statement (PWS) to further clarify answers to questions received. Changes to the PWS are annotated in yellow highlights. As wording in the highlighted paragraphs may have changed significantly it is suggested that offerors reread the paragraphs in their entirety.
Please see the attached amendment for a summary of changes. Also included is a conformed copy of the solicitation as of Amendment 0003 and answers to questions received thus far.
Due to a system error, the amendment is designated as "0003" despite the fact that it is actually the second amendment.

An amendment to the solicitation has been released. The response due date has been extended to 4:00PM local time on 21 December 2012. Due to a system error, the amendment is designated as "0002" despite the fact that it is actually the first amendment.

REQUEST FOR INFORMATION
The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch is conducting market research to determine qualified, experienced, and interested potential sources for the acquisition of C-21A classroom and simulator training services through an IDIQ: Requirements type contract. Part of the market research is to publish on FedBizOpps a Request for Information (RFI) seeking market information on businesses capable of providing the services, as described herein, as well as on terms and conditions relevant to this potential procurement. The information requested by this RFI will be used within the Air Force (AF) to facilitate decision-making and will not be disclosed outside the agency. Firms choosing to respond to his RFI are cautioned that this synopsis/RFI is not a Request for Proposal (RFP).
This RFI is a market research tool used to determine the adequacy of eligible business sources prior to determining the acquisition strategy and issuance of a RFP. The Government is not obligated to and will not pay for any information received from any sources responding to this synopsis and will not provide any feedback or carry on discussions with non-federal government activities regarding the information provided in response to this RFI.
Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The AF will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if one is issued.
INFORMATION REQUESTED
1) Company Information: Please provide Name, address, telephone number, point of contact names, e-mail addresses, and CAGE code of your company.
2) Major Risks (if any): Please identify any major performance, schedule, or cost risks anticipated.
3) Supporting information which demonstrates your capabilities to meet all or some of the tasks specified in this RFI Draft PWS. Supporting information shall not reiterate the language of the tasks provided above, but rather, it shall provide details regarding your company's capabilities to execute these tasks. A cross-reference matrix shall be provided which links the task to the supporting information provided.
4) Please provide a listing of where your simulators, specifically Learjet 35, C-21, or any simulator that can be converted into the C-21A configuration, are located. The listing should provide both US and international destinations. The answer to this question will assist in determining the acquisition size and if international C-21A training requirements can be added into this acquisition or if they need to be competed in a separate acquisition.
5) For each simulator please also detail it's type (Learjet 35, C-21, or a different type of simulator that can be converted into the C-21A configuration) and if it is FAA or ICAO accredited.
6) Finally, please also include information on subcontracting policies and/or practices. We would like to know if support for small businesses can be accomplished with any of the tasks outlined in the Draft PWS.
