RESPONSES TO QUESTIONS

FA4452-12-R-0035: C-21A Pilot Training Requirement As of August 31, 2012

Question 1.

Can you provide an update/status regarding this solicitation?

The acquisition is still in the preliminary stages as the Acquisition Plan has not yet been approved. Major milestones have not been approved yet and specific posting dates are unknown at this time. However, please look for a synopsis to be posted to FEDBIZOPPS in the near future.

Question 2.

Who is the current contractor providing this training and what is the contract number?

The current contract FA1689-02-D-0046 is being performed by CAE SimuFlite.

Question 3.

Air Force C-21A pilot training has been conducted for at least the last 15 years under similar requirements. As such, Air Force C-21A courseware, CAI software, etc. is currently approved and available. More than likely, the Government owns this approved material. If this is the case, can this approved material be provided to and utilized by the next contractor?

The PWS that was posted for the RFI was a draft version. The revised PWS for the acquisition will have significant changes.

Question 4.

The requirement for instructors with prior experience in the C-21A or civilian equivalent Learjet 35 is too restrictive. This restriction would make hiring and replacement unnecessarily more difficult and more expensive. Request the civilian requirement be opened to instructors with experience in any Learjet model. Be aware most Learjet instructors are trained to instruct on two or more Learjet models.

The purpose of the RFI is to identify potential offerors as well as to highlight risks. All risks that have been identified have been discussed with the requiring agency in an attempt to loosen up the requirements in order to allow for greater competition while still maintaining the level of service required.

Question 5.

Would training in a FAA approved Level C Learjet 35/36 simulator with a commercial aircraft configuration followed by C-21A ground school differences training be acceptable?

Use of differences training has been discussed however the requiring agency has specified that it will not be used for the C-21A. The contractor provided simulator shall be a Federal Aviation Administration (FAA) Certified Level C or better Flight Simulator appropriate to the C-21A aircraft model or a Level C or better simulator that can be converted prior to contract start date into a C-21A simulator.
