About this opportunity
Naval Sea Systems Command is preparing to solicit instructor and training services for the Surface Combat Systems Training Command (SCSTC) follow-on, with capability statements due by noon EST on 16 October 2026; the anticipated RFP will release in Q2 FY2027 under the Seaport-NxG vehicle as a hybrid Cost-Plus-Fixed-Fee (CPFF) Level of Effort and Firm Fixed Price (FFP) task order.
No set-aside applies. Performance spans multiple SCSTC schoolhouses, Mobile Training Teams, and Fleet Concentration Areas nationwide and internationally, with contractor work facility required within 75 miles of SCSTC Headquarters in Dahlgren, Virginia. Travel to representative locations includes Norfolk, San Diego, Jacksonville, Honolulu, Everett, Rota, Yokosuka, Great Lakes, Wallops Island, and Sydney. All contractor personnel must hold SECRET clearance minimum, with TOP SECRET facility clearance required; cybersecurity compliance per NIST 800-171 is mandatory.
The contract structure divides services into FFP for stable training delivery, curriculum maintenance, and task order management (100% training schedule adherence, 80–100% curriculum update accuracy within 30–45 days) and CPFF for emergent fleet readiness training, pilot course support, and curriculum development (98% completion for emergent training, 95% accuracy for Tactics, Techniques and Procedures development). The estimated total effort is 1,273,700 hours across a 12-month base and four one-year option periods, with performance anticipated to begin no later than May 2028.
Key Personnel require 10 years Surface Warfare experience for Program Manager and 15 years with Aegis Weapon System or applicable combat systems for Subject Matter Expert roles. Cybersecurity workforce certifications are required for specified percentages of instructor tiers by option year. Current contractor is General Dynamics Information Technology, Inc., under Task Order N0017823F3012.
Capability statements not exceeding ten pages must address company capabilities, personnel qualifications and cleared staff numbers, relevant past performance, ability to meet FAR 52.219-14 subcontracting limitations, and planned similarly situated entity arrangements.
