Offerors must propose the specified level of effort without deviating from total hours, though they retain responsibility for determining optimal labor mix and staffing levels to deliver Firm Fixed Price outcomes defined in the Performance Work Statement. All work is to be performed at the offeror's facilities, with no Government office space provided.
Key Personnel positions requiring submitted resumes include Program Manager (10 years Surface Warfare experience, 7 years contract management), Training Manager (7 years Surface Warfare and training management), Training Coordinator (7 years experience with 5 years as Navy trainer), Instructor Leader (5 years shipboard system experience), Senior Mentor (3 years as commanding officer or warfare commander), and Training Subject Matter Expert (15 years with Aegis Weapon System or applicable combat systems). Non-Key Personnel must meet specified minimum qualifications for eight additional labor categories ranging from Instructor Tier I and II through Technical Illustrator positions. All personnel performing under Key Personnel labor categories are considered Key. 2) The total Task Order hours identified above refer to Labor Categories required to execute the
Cost Plus Fixed Fee (CPFF) portion of the Performance Work Statement (PWS). Other corporate and local-level management as well as general and administrative support to include administrative/financial/clerical, program control, and Task Order business management/administration (to include progress report preparation) are considered to be overhead in nature except for those oversight or administrative functions performed by the Prime Contractor's proposed Program Manager. The Offeror is permitted to propose such effort as a direct charge if it is in accordance with its standard DCAA-approved practice to do
so. For Offerors whose standard DCAA-approved practice is to include Management & Support as an overhead function, the hours identified above shall still be proposed, but with a $0 direct rate. Additionally, the cost narrative shall specify that all Management & Support costs are already included in the applicable indirect rate and already incorporated in the overall proposed Cost-Plus-Fixed-Fee. The Firm-Fixed Price CLIN would not have Management & Support hours separately priced. If no Management & Support costs are proposed as a direct charge, the costs will NOT be allowed as a direct charge on the CPFF CLIN under the resulting Task Order. This requirement applies equally to the Prime and any Sub-contractor(s), if applicable.
