PERFORMANCE WORK STATEMENT (PWS)
FOR: SURFACE COMBAT SYSTEMS TRIANING COMMAND (SCSTC)
INSTRUCTOR SERVICES AND TRAINING SUPPORT
1.0 INTRODUCTION AND SCOPE
The purpose of this Performance Work Statement (PWS) is to obtain instructional, curriculum development, and technical support services for the U.S. Navy and foreign military partners. To maximize performance and cost efficiency, this PWS is divided into two (2) distinct sections: Firm- Fixed-Price (FFP) for stable, measurable services, and Cost-Plus-Fixed-Fee (CPFF) for emergent, variable, and developmental support.
1.1 BACKGROUND
This effort is in support of Surface Combat Systems Training Command (SCSTC). The Contractor shall support: Schoolhouse Training, Mobile Training Teams (MTTs), Limited Training Teams, Combat Information Center Training Teams, Testing and Train the Trainer events at various brick and mortar schoolhouses and Fleet Concentration Areas (FCAs) to include International Training locations. Instructors, facilitators and Subject Matter Experts (SMEs) should be distributed among the various SCSTC schoolhouses and FCAs in a manner that minimizes individual travel requirements.
However, resources may be reallocated on a unique basis to support training requirements and schedules.
The Littoral Combat Ship (LCS) Training Facility (LTF) provides Billet Specialty Training to support Train-to-Qualify (T2Q) and Type Commander (TYCOM) certification for Officer and Enlisted personnel. A combination of Virtual Reality courseware and high-fidelity simulation is utilized to deliver operations, maintenance and Watch-Station Training.
The Zumwalt Training Facility (ZTF) provides Billet Specialty Training to support Ready for Qualification (RFQ) Guided-Missile Destroyer (DDG) 1000 Officers and Enlisted personnel. A combination of Interactive Multimedia Instruction and Instructor Led Training is delivered utilizing Electronic Classrooms and simulators to deliver Operations, Maintenance and Watch-station Training.
The traditional schoolhouses provide Navy Enlisted Classification (NEC) and Officer Billet Specialty Training (BST) using various blends of training techniques including group paced collaborative learning exercises using Technical Training Equipment (TTE), Part Task Trainers (PTT), Surface Training Program (STP) Systems, and individual paced exercises using computer-based simulations.
All schoolhouses will transition to the Career Training Continuum (CTC) and Surface Training Program (STP) - Combat Systems (STP-CS) concepts. Both concepts will require application of distributed and networked learning concepts, which will require schedule coordination among Instructors, classrooms and labs in different time zones. Both concepts will also require Instructors and Facilitators who are well informed in multiple training systems and networked learning concepts.
1.2 SCOPE
