NAVAL SURFACE WARFARE CENTER DAHLGREN DIVISION

SCSTC Instructor Services Follow-on

The following is being provided in advance to enhance competition and allow industry adequate time to develop acquisition strategies. Due to a change in contracting strategy to comply with Executive Order 14402 (EO 14402), the Government is revising the anticipated contract type to be a hybrid Cost-Plus-Fixed-Fee (CPFF) Level of Effort (LOE) and Firm

Fixed Price (FFP) Task Order. As a result of this change, all interested vendors must submit a capability statement, even if one was previously submitted.

This is a combined Sources Sought/Advance Notice only. This is not a request for proposals (RFP) and does not obligate the Government to award a contract or task order.

This effort is in support of Surface Combat Systems Training Command (SCSTC). The Contractor shall support:

Schoolhouse Training, Mobile Training Teams, Limited Training Teams, Combat Information Center Training Teams, Testing and Train the Trainer events at various brick and mortar schoolhouses and Fleet Concentration Areas (FCAs) to include Foreign Military Sales Training locations. Instructors, facilitators and Subject Matter Experts should be distributed among the various SCSTC schoolhouses and FCA’s in a manner that minimizes individual travel requirements. However, resources may be reallocated on a unique basis to support training requirements and schedules.

The Littoral Combat Ship (LCS) Training Facility (LTF) provides Billet Specialty Training to support Train-to- Qualify (T2Q) and TYCOM certification for Officer and Enlisted personnel. A combination of Virtual Reality courseware and high-fidelity simulation is utilized to deliver operations, maintenance and Watch-Station Training.

The Zumwalt Training Facility (ZTF) provides Billet Specialty Training to support Ready for Qualification (RFQ) for DDG 1000 Officer and Enlisted personnel. A combination of Interactive Multimedia Instruction and Instructor Led Training is delivered utilizing Electronic Classrooms and simulators to deliver Operations, Maintenance and Watch-station Training.

The traditional schoolhouses provide Navy Enlisted Classification (NEC) and Officer Billet Specialty Training (BST) using various blends of training techniques including group paced collaborative learning exercises using Technical Training Equipment (TTE), Part Task Trainers (PTT), Surface Training Program (STP) Systems, and individual paced exercises using computer-based simulations.

All schoolhouses will transition to the Career Training Continuum (CTC) and Surface Training Program STP - Combat Systems (STP-CS) concepts. Both concepts will require application of distributed and networked learning concepts, which will require schedule coordination among Instructors, classrooms and labs in different time zones.

Both concepts will also require Instructors and Facilitators who are well informed in multiple training systems and networked learning concepts.

The Contractor shall provide: Instructor and Training Facilitator Support; Subject Matter Expert Support;

Curriculum Support; Program Management Support; and International Program Support across SCSTC. All support shall be for: the U.S. Navy and Foreign Military Sales as well as other U.S. military services as assigned.

SCSTC consists of the Command and Staff located in Dahlgren, Virginia, as well as SCSTC Units, Sites, and Detachments worldwide.

The current effort is supported under Seaport-NxG Contract No. N0017819D7693, Task Order N0017823F3012, awarded to General Dynamics Information Technology, Inc.
