Department of the Air Force, Air Force Reserve Command, 94th Contracting Flight, hereby issues solicitation for a Simplified Acquisition of Base Engineer Requirements (SABER) Contract, at Dobbins ARB, GA.  The applicable North American Industry Classification System (NAICS) code for this acquisition is 236220 with a small business size standard of $33,500,000.00. The work to be performed will consist of a wide range of individual construction tasks to include, but not limited to: carpentry, road and parking lot repair, roofing, excavating, interior and exterior electrical, steam fittings, plumbing, sheet metal, painting, demolition, concrete masonry and welding. The successful offeror will be required to furnish all materials, equipment and personnel necessary to design, manage and accomplish individual projects and maintain a management/project office at Dobbins ARB, GA to receive delivery/task orders and provide other management services related to accomplishing individual projects. A seed project for this contract is identified in the solicitation documents.


 


IAW FAR 36.204, the magnitude for this (SABER) contract is $6,000,000.00.


THIS PROCUREMENT IS AN 8(a) COMPETITIVE SET ASIDE AND IS LIMITED TO SBA REGION IV 8(a) FIRMS WITH A BONA-FIDE OFFICE LOCATED IN REGION IV.
Interested 8(a) firms will be required to show evidence of bonding capability to the maximum magnitude of the project to include both single project bond capability of $750,000.00 and a minimum aggregate total of $6,000,000.00 respectively as outlined in the solicitation.


The Government anticipates the award of one, firm-fixed price, Indefinite-Delivery Indefinite-Quantity (IDIQ) contract which will consist of one (1) base year, and four (4) one-year option periods to be exercised at the Government's discretion.   The guaranteed minimum award amount for the life of the contract is $200,000.00.


The successful offeror will be selected using Lowest Price Technically Acceptable (LPTA) procedures, resulting in the best value to the Government.  Evaluation factors are  set forth in Sections L & M of the solicitation and will include evaluation of the following areas: Technical Acceptability, Past Performance and Price/Co-Efficient.   A pre-proposal/site visit will be held prior to proposal submission.  The seed project will be discussed in detail, to include visiting the project locations, and interested offerrors are encouraged to attend.  Offerrors wishing to attend the site visit must complete and submit the DARB 4 Form to the 94th Contracting Office or base access will be denied.  See Section L of the solicitation for details regarding the site visit and submission of the DARB 4.


The performance periods of delivery/task orders placed under the proposed contract may range from 30 to 365 calendar days depending on the project.   Liquidated damages, if applicable, will be identified on each delivery/task order placed under the proposed contract.



NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract.
