FA6703-13-R-0009, SABER

Site Visit Q & A

1. The solicitation mentioned use of E4 Click software. Is it mandatory to submit the seed task order proposal using

E4Click software or can be submitted using the Means Online Data Format? We would like to submit our proposal for Seed task order in Means format at this time, instead of buying the E4 Click software only if we are awarded the project.

Answer – See Seed Project requirements under Section L of the Solicitation

2. 2.1.3.1.4.5 Perimeter Sidewalk Building 812

a. Will Government want fiber to be included in the concrete? Fiber is better recommended in the sidewalks of extensive usage.

Answer - Not required

b. Are there any existing irrigation lines that contractor should be aware of?

Answer - Irrigation lines have been abandoned in place

c. Any specific material requirement if contractor wants to build a walkway bridge? Metal- or Wood? As either one will have substantial price impact.

Answer - Wood

d. Will government accept standard cross walk paint or would want Thermoplastic paint for cross walks?

Answer – Standard Paint

e. When can we expect the drawings for this area?

Answer – All available drawings have been posted on FBO

3. When we were at the Tuskegee Drive the Engineer was mentioning some other work that was not reflected in the

SOW- Can government provide with the similar information of what work is expected to be done at the end of this drive?

Answer – Comply with the requirements as stated in the Statement of Objectives (SOO)

4. 2.1.3.1.3.4 Tuskegee Drive Road Improvements

a. When can we expect the drawings for this area?

Answer - All available drawings have been posted on FBO

b. The existing Curbs are standard “ D” curb. During the site walk it was constantly mentioned to have a Curb and Gutter- This will include for additional cutting of the asphalt and cost too – Please clarify.

Answer - Use Type 2 GDOT curb and gutter. Asphalt will be cut to accommodate this but gutter is needed to ensure flow stays outside of travel lanes

c. Please provide specifications for the Speed calming device? Will government accept these made out of recycled materials?

Answer - For bidding purposes use recycled rubber

d. While changing the turning radius the existing sign shall be to be moved. Will it be moved within the same area or a different location?

Answer – Follow Manual Uniform Traffic Control Devices (MUTCD)

e. One side of the turning radius there are sidewalks that might be affected, which might change the location of the cross walk across the street?

i. Will contractor have to provide anew pedestrian side walk paint? Regular or

Thermoplastic?

Answer - If the crosswalk is moved then yes provide thermoplastic paint

(thermoplastic is only required on Atlantic Ave - Standard traffic paint on all other roadways)

ii. It is assumed the structure will not have to be moved or rebuild. Only the inlet top will have to be redesigned and rebuilt to match the 25 feet radius? Clarify

Answer - Only the top to be replaced. Use GDOT 1034 for bidding purposes

5. 2.1.3.1.4.6 Dobbins Place Road Improvements

a. Does contractor have to provide for a curb and gutter at the junction where the Flume is to be provided?

Answer - Curb and Gutter to taper into the flume on the high side. The low side of the curb and gutter would kick out

b. The Railing to the steps ends at the top. Does government want the railing to extend beyond?

Answer - It appears that the railing is only there due to the drop off slope and does not need to be extended

c. The Cross walk paint to be regular of Thermoplastic?

Answer – See answer in para 4.e.i above

6. 2.1.3.1.2 Reinforce Concrete Pad Near B 410

a. What should be the size of the water service line to be extended to the new concrete pad?

Answer – ¾” PVC

b. Will a Back Flow preventer be required for the water service line?

Answer - Yes

c. Will the water service line require having any water meters?

Answer - No

d. Will government accept alternative design for the concrete pads for the tent or contractor to provide 6” thick slab with minimum reinforcement as required by the code?

Answer – For bidding purposes use 6” thick slab

e. Will government provide the specifications for the hold downs? – 40 of those?

Answer - Update to 48 ea. W1242 Wedge Anchor Galv 1/2" x 4 1/4" - KTR to install anchors after concrete sets up so tent frame can be used as template

7. 2.1.3.1.3 Reinforced Concrete Pad Near Bldg. B410 22’ x 39’

a. How many hold downs shall be required for this pad?

Answer - For bidding purposes - 48

b. Same question as for the other pad above.

Answer - Same answers for both pads

8. 2.1.3.1.1 Sidewalks around Building B 410

a. What does government suggest for the connection between old side walk and new?

Answer – See revised SOO; changed to remove and replace existing sidewalk. Where the new butts up to existing provide thicken edge and expansion board

b. There are no contraction joints in the existing side walk? Does government want to have contraction joints at standard

5 feet or match to the cracks of the existing side walk?

Answer – See revised SOO

c. It is our suggestion that these sidewalks to be removed and new sidewalks to be build.

Will government consider the option of doing all new sidewalks?

Answer – Reference above; see revised SOO

d. Do we have to maintain any ADA requirements for these sidewalks?

Answer – No

9. 2.1.3.1.7 Sidewalk Building 701

a. The side walk is to just connect the existing side walk to the parking area and not any specific point?

Answer – Correct. For bidding purposes use 65 LF

b. The contractor intends to lay the side walk to the shortest distance to the parking lot between the existing bollards. Will this be acceptable to government

Answer – See para 9.a. above

10. For the sidewalks around B4l 0, do we need to plan on repairing the existing sidewalks, & do we need to make sure the new joints line up with the old cracks?

Answer – SOO revised to remove existing and replace with 48" instead of the 12" addition

11. For the reinforced concrete pads near B410, could we get a spec for the anchors & verification of the quantity required?

Answer – (48) W1242 Wedge Anchor Galv 1/2" x 4 1/4" – SOO has been revised to have ktr install anchors after concrete sets up so frame can be used as template

12. For the reinforced concrete pads near B410, would you be able to provide specs for water line & spigot?

Answer: For bidding purposes 3/4" PVC w/ standard above ground spigot with drain

13. Do we need to incorporate price for removal of tree behind concrete pad (2.1.3.1.3 Reinforce concrete pad near

B410) in our quote as discussed at the site visit? Also, how many trees need to be removed?

Answer – For bidding purposes (3) 12" dia trees to be cut/removed and hauled off

14. For Tuskegee Drive road improvements, putting in a sidewalk was mentioned at the site visit, but it does not list it in the Statement of Objectives. Do we need to provide pricing for a sidewalk here, & if so, approx. how many linear feet?

Unloading planters were also mentioned, please provide clarify infonnation for this.

Answer – No additional sidewalk on Tuskegee. See revised SOO for planter information; approx 35 planters - 4000 lbs each

15. For Tuskegee Drive road improvements, would you be able to provide a spec for the storm drainage structure that is to be installed along the radii

Answer – For bidding purposes use GDOT 1034 Catch Basin Top

16. For the perimeter sidewalk at Building 812, do stairs need to be installed at the sloping bank, or do we need to provide a ramp to meet ADA requirements? Would you be able to provide a linear foot for this sidewalk?

Answer – For Bidding purposes the sidewalk to be ADA compliant. For bidding purposes use 225 LF

17. For the Dobbins Place road improvements, would you be able to provide more information for the type of drainage flume desired in the swale?

Answer – For bidding purposes use GDOT standard Flume detail

18. For sidewalk at building 701, would you be able to provide a If so there is no ambiguity on bidding on bases desired layout?

Answer – For bidding purposes use 65 LF

19. In the solicitation 2, The Bldg. 410 site dwg. As well as the Dobbins PI_ Tuskegee_ Bldg. 812 dwg. Needs to be in a PDF file if possible. They cannot be opened without some fmm Auto-Cad.

Answer – PDF drawings have been posted on FBO

20. Could you please provide us with the current SABER contractor at Dobbins AFB?

Answer – Windamir Development Inc, 2005 Meredith Park Drive, McDonough, GA 30253-7551
