1. Please confirm that the teaming arrangement information, additional information (letters, metrics, customer surveys, independent surveys, etc.), explanation of past corrective actions, and required past performance questionnaires are excluded the page limitations.

ANSWER – Past Performance questionnaires are excluded from the page limitations.

2. Please advise if a bid bond is required, and if so where to include it within the proposal.

ANSWER -– Yes, see block 13(B) of the SF 1442 and FAR clause 52.228-1.

3. Please confirm the page limitations for Part II- Technical Approach. The entire section is limited to 20 pages (including the 2 pages dedicated to the bonding letter and the 10 pages dedicated to the SEED Project).

ANSWER – Answer: The entire Technical Volume is limited to 20 pages.

4. Please confirm that the protégé can utilize the mentor’s past performance.

ANSWER – Yes

5. Bid Bond – 30% of which bid price? The seed project? The total estimate of $33.5M? The $200K minimum of the contract?

ANSWER – 30% of the total annual cost as computed in the Coefficient Table found in Section B – Coefficients. The annual cost is the number listed in the Coefficient Table prior to multiplying by five (5).

6. Please confirm whether the $6,000,000.00 maximum amount stated in the solicitation refers to the maximum amount per contract year or if it refers to the maximum amount for the life of the resulting contract (one base period plus four option periods).

ANSWER - See solicitation page 6 of 70 for contract min/max and task order min/max.

7. Please confirm whether this will be a single contract award or if multiple contract awards will be made.

ANSWER - The Government intends to award a single contract.

8. Section M, paragraph M-002 (Evaluation Factors), Subfactor 2 (Bonding Capability) includes the question “Is $2M correct?” at the end of the paragraph. Please confirm that $2M is correct.

ANSWER - Yes – offerrorofferor must be able to bond up to $2M in ongoing work at any time during the performance of the contract. Question at end of paragraph “Is $2M correct” has been deleted per Amendment 0001.

9. On page 58 of 70, Part II, b.Subfactor 4: Seed Project: “The Statement of Objective (SOO), attachments and drawings/sketches for the project are identified in Section J, Attachment 11”.

ANSWER – Drawings have been posted to FBO.

10. Question: Attachment JA-13 General Requirements references Building 904 in Paragraph 1.3.2. Project Description, but I do not see any reference to Building 904 in Attachment JA-11 Seed Project SOO.

Answer: Delete SECTION 01010, GENERAL REQUIREMENTS, Paragraph 1.3.2. Project Description in its entirety.

11. RFP Section L, para F.2.d.1 - Please clarify the statement "Offeror shall provide a detailed and complete Seed Project"? What does "complete" mean? Does this mean sealed drawings?....or something less.

Answer: Offeror shall provide a detailed Statement of Work and up-to 35% drawings% drawings. Sealed drawings are not required for this RFP.

12. RFP Section L, para F.3 -what defines a "significant subcontractor"? Does our A-E firm meet this requirement?

Answer: Prime is required to develop , when necessary, design drawings up to 35%. If the prime intends to subcontract all its design work to the A-E then they are a significant contractor.

13. RFP Section L, para F.3.b.- Does the government require past performance on our A-E firm?

Answer: Yes. See answer above.

14. RFP Section M, Subfactor 4 -The evaluation criteria includes "drawings indicating proposed locations"....however, the government hasgovernment has not provided maps of existing locations or any grid coordinates. Please provide. Please clearly indicate location of buildings B410, 812, 701, Dobbins Place, and Tuskegee Drive.

Answer: Drawings have been posted to FBO.

15. Will the government providegovernment provide a site map of existing conditions andconditions and proposed layout? Contractors need to know the proposed locations of the sidewalks andsidewalks and concrete pads to understand the government's intent in order to propose the best design solution and cost.

Answer: No. Each offeror is responsible to provide a proposed layout, best design solution and cost to the Government forGovernment for approval.

16. Attachment JA-11 -Will the government providegovernment provide a topographic survey of the existing conditions at the BEAR Training Site? Para 2.1.3.1.2 and 2.1.3.1.3 both suggest that the site is not flat and contractors will require some topographic data to estimate earthwork required and or "ramp entrance".

Answer: Topo has been posted to FBO.

17. Attachment JA-11 - Will the government provide a preliminary geotechnical report for the BEAR Training Site?

Answer: No.

18. Attachment JA-11, para 2.1.3.1.2- Please provide a map of existing utilities. Contractors must estimate distances to run "water service with spigot".

Answer: Approx locations of utilities are on CAD dwg posted on FBO.

19. For all road improvements, must they meet GA DOT standards?

Answer: Must meet GA DOT standards and Dobbins Design Guide. Dobbins Design Guide has been posted to FBO.

20. Attachment JA-11, para 3.1.1. 2 -This paragraph suggests that the government will allow construction after 35after 35% drawings. Does this mean that signed and sealedand sealed drawings are not required?

Yes. Some cases will require a signed and sealed dwg and/or detail. For the seed project we do not foresee requiring any sealed drawings but for the overall SABER contract some project designs may require a sign and sealed drawing based on the SOW.

21. Attachment JA-11, para 3.1. 1.2 - If signed and sealed drawings are not required, does this also mean Erosion and Sediment Control and/or Storm Water permits are not required?

Answer: No, Erosion and Sediment Control and/or Storm Water permits are required. See specification section 1560

22. Is the project disturbing less than 1 acre? Will the project require an NOI, permit or NOT?

Answer: Less than 1 acre will not require an NOI permit.

23. Will the Georgia Soil and Water Conservation Commission (GSWCC) certifications be required for the contractor (Level 1) and the Designer of Record (Level 2) for this project or contract?

Yes – This is required any time land disturbance occurs due to construction

24. Attachment JA-11, Para 3.1.1.2 - If signed and sealed drawings are not required for construction, are as-built required upon completion?

Answer: Yes.

25. Will the government providegovernment provide as-built CAD based files of the sample project site and buildings prior to the Pre-Bid Conference?

Answer: CAD dwgs have been posted on FBO.

26. Please clarify the organization requirement of the Proposal format. Section L, Item B states " the response shall consist of three (3) volumes, Technical, . .. . " Is the government requesting separate binders, one for each volume and for each copy (that would be 10 binders) or is there another acceptable format?

Answer: Each Volume and each copy will have its own separate binder. For example: All Technical will be in its binderown binder, etc.

NOTE: Please disregard Solicitation 2 heading above files added 26 Aug 13. Heading is in error. No Solicitation 2 exists.
