STATEMENT OF OBJECTIVE:

Construct Sidewalks, Tent Pads at BEAR Training Site and

Remove and Reconstruct Streets and Parking

Base Project Number: FGWB 11-0028

1.0 INTRODUCTION:

In accordance with SABER Indefinite Delivery Indefinite Quantity contract basic statement of work, the Government is issuing this task order to transition from concept definition to design-build services. In accordance with paragraph 3.1.1 the Contractor shall complete the design in sufficient detail to satisfy conditions within paragraph

3.1.1.2 and enable construction operations inclusive of inspection validations and warranty mandates.

2.0 PURPOSE:

Under this contract the 94th Mission Support Group Civil Engineers (94th MSG/CE) will use the D-B process to design and construct project FGWB 11-0028, construct sidewalks, tent pads at BEAR training site and remove/reconstruct parking at Dobbins ARB. The completion of the construction documents will require the approval of at minimum two submittals.

2.1 Project Information:

2.1.1 Project Numbers/Title: FGWB 11-0028 Construct Sidewalks, Tent Pads at BEAR Training Site and Remove and Reconstruct Streets and Parking

2.1.2 Project Location: Dobbins ARB, Georgia

2.1.3 Project Description: Work to be performed: 1.) The contractor shall provide a proposal package in accordance with the SABER Statement of Work

(Attachment JA-1) and all other attachments listed in section J of solicitation

FA6703-13-R-0009. 2.) The Contractor shall provide all labor, materials, and equipment to install, construct, and complete the work planned in accordance with

Sections 2 and 3 of this Statement of Work. It is the Contractor’s responsibility to identify and comply with all applicable requirements. In addition, the Contractor shall also comply with Dobbins ARB standards and specifications, to include specification sections Saber Basic SOW.

2.1.3.1 SOW for Design and Construction

The contractor shall provide a proposal in accordance with the SABER

Statement of Work (Attachment JA-1) and all other attachments listed in section J of solicitation FA6703-13-R-0009 to accomplish the following:

Meet all requirement of SECTION 01560 ENVIRONMENTAL

REQUIREMENTS, see attached.

Sidewalks shall be 4’ and constructed using 3000PSI concrete to a depth of 4”

Sidewalks shall have formed or sawed contraction joints ¾” deep every 10’ max or to match existing joints.

Sidewalks shall have ½” expansion joint every 50’

2.1.3.1.1 Sidewalks around B410

Construct approximately 40’ of 48” wide sidewalk

Remove approximately 85 LF of existing 36” sidewalk and replace with 48” sidewalk

Sidewalks shall match existing grade and be allowed to drain

Contractor shall construct sidewalk on compacted subgrade

2.1.3.1.2 Reinforce concrete pad near B410

Build 30’x60’ concrete pad

Pad shall be 6” thick reinforced with welded wire mesh or similar reinforcement

Approximately 40 Tent anchors shall be placed in concrete during placement

Site requires site design to either have pad at grade with a cut slope or elevated on a platform with ramp entrance

Site shall drain around and away from proposed tent pad and adjacent tent sites

Provide water service with spigot

2.1.3.1.3 Reinforce concrete pad near B410

Build 22’ x 39’ concrete pad

Pad shall be 6” thick reinforced with welded wire mesh or similar reinforcement

Approximately 40 Tent anchors shall be placed in concrete during placement

Site requires grading to ensure pad is level and drains around and away from pad

2.1.3.1.4 Tuskegee Drive road improvements

Remove all asphalt angled parking on both sides of road

Saw cut existing curb and gutter at extent of asphalt demo

Install new curb and gutter

Import fill to allow positive drainage

Grade east side to allow for a constant slope for top of 812 parking area to new curb line

Sod disturbed areas

Install two (2) speed calming devices equally spaced between intersections

Replace existing curb inlet top with a 1019A or similar top

Reconstruct both east and west radii with a min 25’ radius

Remove and construct new storm drainage structures along radii to allow proper drainage

Install ADA handicap ramp

Place approx. 35 Government furnished concrete barricades around

Bldg 737 at predestinated locations. Barriers are approximately

96”x24”x36” and weigh approximately 4,000 lbs

2.1.3.1.5 Perimeter sidewalk Building 812

Construct 4’ wide sidewalk from Bldg 812 to Mimosa Drive

Road crossing shall be located at safest location based on site distance and be pedestrian friendly

Install ADA detectable warning strips

Install HC ramp on north side of road

Stripe crosswalk on to existing pavement using traffic rated paint

2.1.3.1.6 Dobbins Place road improvements

Install drainage flume into swale

Reconstruct both east and west radii with a min 25’ radius

Saw cut existing curb and gutter at extent of asphalt demo

Remove asphalt angled parking

Install new curb and gutter

Construct 25’ radius at entrance into bldg. 727 parking area

Construct sidewalk along west side of new curb line

Stripe crosswalk on to existing pavement using traffic rated paint

Install detectable warning strips and handicap ramp

2.1.3.1.7 Sidewalk at Building 701

Construct 4’ wide sidewalk from Security Forces pedestrian gate to parking lot

Construct 4’ wide sidewalk from existing sidewalk along ex. bollards

3.0 SCOPE

3.1 Background and Concept:

3.1.1 Design: For any changes made to project information in the form of site plans, specification and other construction information, the Contractor shall be solely responsible for the survey verification and validation, coordination of existing conditions in parallel with proposed requirements, above and below-grade condition assessment, and budget verification that pertains to those changes.

Prior to beginning onsite construction, the Contractor will initiate the

Construction Phase by completing project working drawings and the various plans and schedules, including a construction schedule. Drawings and specifications shall comply with codes, laws and this statement of work. The Contractor shall be responsible for implementation, coordination, and execution of all regulatory reviews, ensure technical adequacy of the final design, and provide quality control of all Phases of the task order.

Design Task 1: Site Visit/Kickoff: The Contractor shall perform a mandatory site visit to gather data with project engineer and contracting officer.

Design Task 2: Contractor shall utilize the site visit assessment findings and verification to produce design drawings, specifications, and work plan to construct sidewalks, tent pads at BEAR training site and remove/reconstruct streets/parking.

3.1.1.2 Construction: Upon the approval of the Final 35% Design plans and specifications, the Contractor may commence onsite construction activities.

During the Construction Phase, construction, and the delivery and warranting of the project/facility take place per Saber Basic SOW.

5.0 PERFORMANCE

10.1 Performance Period: The estimated performance period for this project is 180 calendar days.
