About this opportunity
The U.S. Army Materiel Command, Mission and Installation Contracting Command is conducting a sources-sought market research notice for a cognitive performance assessment system for Special Forces operators, with responses due August 10, 2026. This is a 100% small business set-aside and does not constitute a commitment to award.
The 5th Special Forces Group (Airborne) Human Performance and Wellness Division requires a one-year license agreement for a scientifically validated, computer-based cognitive testing platform designed to measure brain processes involved in split-second decision-making. The system must provide millisecond-precision measurement across at least thirteen distinct cognitive areas: perception speed, search efficiency, tracking capacity, trajectory estimation, rhythm control, timing control, visual learning, instinctive learning, decision complexity, distraction control, impulse control, stopping control, and improvisation.
Core technical requirements include statistically validated, context-free assessment protocols demonstrating test-retest repeatability; secure database storage of results; and demonstrated ability to connect testing outcomes to real-world performance at elite levels, supported by a comparative data set of at least 1,000 military service members (specifically 18-Series personnel). The system must support tailoring of assessments to unique occupational requirements and operational environments.
The attached Salient Characteristics document identifies S2 Cognition as the sole known source meeting these requirements, noting it as the gold standard provider to professional sports organizations. NAICS 541990 (All Other Professional, Scientific, and Technical Services) and PSC 6515 (Medical And Surgical Instruments, Equipment, And Supplies) apply.
