STATEMENT OF WORK

The Rock Harbor dock on Isle Royale provides access for National Park Service (NPS) employees and visitors via ferry. The dock is 210 feet long and 31 feet wide. The largest ship currently using the dock is the Ranger III, operated by NPS between Isle Royale and Isle Royale National Park (ISRO) Headquarters in Houghton, MI. In certain conditions, the draft of Ranger III can be close to the available depth at the dock. Dredging has been performed in the past to accommodate the draft of Ranger III. Furthermore, during boarding and cargo operations, the dock can become congested and visitor and staff safety can be compromised.

The Rock Harbor dock currently consists of five stone-filled timber crib structures with a concrete cap. Each crib structure is approximately 42 feet long and 31 feet wide. The crib structures are framed with 12-inch by 12-inch, 8-foot by 12-foot timbers and 2-inch by 12-inch timber sheathing (facing). The base and top of the crib structures have multiple rows of longitudinal 12-inch by 12-inch timbers stacked atop each other. The framing between the base and top alternates from longitudinal to transverse pieces and are secured by 7/8-inch diameter bolts with washers. There is a 30-inch tall by 1/4-inch thick steel plate at the water line on the east, west, and south sides secured to the dock with lag bolts, in place for ice protection. The crib structures are capped by an 8-inch concrete cap bordered by 8-inch by 8-inch timbers. The bottom of the south side of the dock has approximately two feet deep of 4-inch to 12-inch stone placed for scour protection, some of which has been undermined. Overall, the dock is in good condition and is serviceable. However, there are specific elements which require repair or upgrade.

The contractor shall provide engineering services in order to complete the work contained in this Statement of Work. All work specified herein shall be conducted in a professional manner while adhering to all local, State and Federal regulations.

Objectives

Improvement Design of Rock Harbor Dock

1 - Engineering Services

The Contractor shall engineer a design for an upgraded dock for Rock Harbor. The design shall increase the size of the dock from 210 feet long by 30 feet wide to 210 feet long by 45 feet wide, by combining the existing dock crib structures with new dock crib structures similar to the existing design. The upgraded dock sections shall be placed on the south side of the existing dock to allow Ranger III to dock in deeper water. Specifically, draft and final design (installation) drawings and construction specifications and shall include:

a) Engineer an upgraded dock system for Rock Harbor:

1. Develop a design drawing and construction specification that details the new crib structures, similar to the existing design to bring the total dock size to 210 foot by 45 foot. The new dock structures shall include lower boat access areas in way of the Ranger III docking location, similar to the current design. Note - the construction specification shall state: (a) the rock fill for these crib additions shall contain no concrete material and (b) only certified clean stone shall be used as crib weights.

2. Develop a design drawing and construction specification that details the new structure in way of the existing lower boat access dock structure areas to level the dock surface.

3. Develop a design drawing and construction specification that details a 6-foot wide new platform over the existing rip-rap to widen the approach to shore for pedestrian traffic. Pedestrian walkway must be ABA compliant.

4. Develop a design drawing and construction specification that details the new removable handrails in way of the new lower boat access levels and the new removable handrails to separate pedestrian walking path from vehicular (cargo loading area) traffic on the dock.

5. Develop a design drawing and construction specification that details the new OSHA-compliant handrail on the north side of the dock. This design(s) shall incorporate a rustic feature that mimics the surrounding park aesthetics (use of wood or wooden looking materials, etc.).

6. Develop a design drawing and construction specification that details the relocation and installation of two personnel access ramps for the small boat docks on the north side of the larger dock due to the addition of a pedestrian traffic platform.

7. Develop a design drawing and construction specification that details the ice protection plates on large and small boat docks to cover typical water levels.

8. Develop a design drawing and construction specification that details the location and installation of new bollards and cleats. Develop a test procedure to validate the bollard and cleat installation.

9. Develop a design drawing and installation specification that details the hull/vessel protection system (D-shaped marine fendering) for docking ships.

10. Develop a design drawing and installation specification that provides the relocation details of the navigational markers to include electrical details.

11. Develop a design drawing and installation specification that provides the relocation details of the existing shore power connection.

12. Develop a design drawing and construction specification that details the new lower profile dock lighting system that will illuminate entire dock. The design shall include electrical details and be compliant with National Park's Night Sky Initiative.

13. Develop a design drawing and construction specification that details the replacement/upgrade of diesel fuel transfer piping and connections. New diesel fuel transfer piping shall 2-inch, double-wall piping and be embedded in concrete on the dock.

14. Develop a drawing that details the new marking/painting plan for dock passenger/cargo area.

b) Develop a design drawing and construction specification that details the new emergency sewage pump-out station for Ranger III, including connection to existing lift station next to the visitor center which is connected to the Rock Harbor sewage treatment system. The piping connections on the dock shall be 4" diameter and designed to connect to Ranger III sewage pump out connections. The Contractor shall determine if the sewage discharge pump on Ranger III can provide sufficient pumping pressure, or if additional in-line pumps will be required.

c) Develop a design installation drawing and construction specification that details a new wheelchair accessible ramp design between the Rock Harbor dock and the private boat fueling dock.

d) Develop a design drawing and construction specification that provides details for a new seasonal/removable heavy duty covering/awning over the new Rock Harbor Pedestrian walkway to protect passengers from the elements.

1.2. Drawings and Construction Specifications

The Contractor shall develop draft design drawings and construction specifications for the installation and upgrades of the Rock Harbor dock as specified above and submit to the Government for review. The Government will conduct 30%, 60%, and 90% design reviews of the drawings and construction specifications. Government review comments will be provided with-in 10 days of receipt of deliverables. After delivery of Government (100% review) comments, final design drawings shall be stamped by a Professional Engineer (PE) registered in the State of Michigan, these are due 15 days after receipt of comments.

Deliverables

· PE-stamped final design drawings

· Design and installation details and construction specifications for upgrades to Rock Harbor Dock.

· The Government will conduct 30%, 60%, and 90%, design reviews of the drawings and specifications developed for this task, and review the 100% deliverables.
