Questions and Answers as of 7/10/2019
1) What would the test procedure for the mooring equipment (bollards/cleats) entail?
a. The contractor will need to develop a test procedure that states how they will certify the bollards and cleats installations.
They test procedure should include the test weight, direction and angle of pull and the 150% test weight (load).
Then, what inspections of the structure will they perform to ensure these items are still structurally sound.
2) What will be the extent of concrete removal?
a. Currently, the only areas of concern are the dock surface itself. The concrete deck areas up and around the visitor center is not our to do list.
(Note – we will need to verify this with Park personnel.)
3) Is soil boring required in way of the new dock to ensure that the timber crib design is appropriate and will not settle over time?
a. I do not believe this is necessary.
(Note – with that said, we can verify with the Park to see if they’re interested in performing this extra step to verify the soil conditions prior installing the cribbing.
4) Would the contractor need to redesign the mooring arrangement for future fleet or just for the existing fleet.
a. The new mooring arrangement (bollards and cleats) only need to meet the current fleet requirements. No future vessel needs are to be considered.
5) Is there a minimum number of small businesses that need to bid in order to make this a competitive solicitation?
a. No, the posting on FBO makes this competitive.
6) How are the companies to deliver the proposal?
a. Page 15 of the solicitation - PROPOSAL SUBMISSION Proposals must be submitted electronically in Adobe PDF format to the Contracting Officer Michael Griffin at michael.griffin@dot.gov by July 23, 2019 at 3:00 PM EST.
