This is a pre-solicitation notice for Retail Electric Provider services for Goodfellow AFB, Laughlin AFB, and Sheppard AFB, Texas. Air Education and Training Command (AETC) has a requirement for an Energy Reliability Council of Texas (ERCOT) market participant that will function as a Retail Electric Provider (REP) and Qualified Scheduling Entity (QSE), Level IV. The REP shall be responsible for all QSE functions related to this contract through a licensed QSE that is an integral part of the REP organization, an affiliate, or under contract to the REP. The REP will aggregate the electric loads from three (3) AETC Texas bases (Goodfellow, Sheppard, and Laughlin) and prepare a Strategic Supply Plan (SSP) that will meet the needs for the supply of all electricity to the Delivery Points. The contractor must abide by all State of Texas requirements as delineated in Substantive Rules - Chapter 25 of Public Utility Commission of Texas (PUCT) rules applicable to electric service providers. Both the REP and QSE shall be certified by the PUCT and ERCOT, as appropriate.
This acquisition will be solicited as a Request for Proposal under full and open competition, source selection to be conducted in accordance with FAR Part 15. A firm-fixed price indefinite delivery/indefinite quantity (IDIQ) contract will result from the solicitation.
Estimated Request for Proposal Issue Date: On or about 8 Feb 08.
Estimated Proposal Due Date: On or about 10 Mar 08.
A pre-proposal conference will be held at Randolph AFB, TX on or about 19 Feb 08. A future notice will be posted with the exact time and date.
No hard copies of the Request for Proposal will be mailed. The solicitation, amendments and other documents will be posted on FedBizOpps.gov. It is the responsibility of each offeror to monitor the webpage for updates or changes. A Technical Library with historic data will be available on CD-ROM by request only. Requests for Technical Library CD-ROMs must be sent via e-mail to debbie.aguirre@randolph.af.mil and ralph.larosa@randolph.af.mil .
Period of Performance. The mobilization period will be 1 Jul 2008 ? 31 Jul 2008 with performance beginning on 1 Aug 2008. The government anticipates awarding an indefinite term contract that will continue until terminated by the government.
CCR. The North American Industry Classification System (NAICS) code for this acquisition is 221122, Electric Power Distribution. The small business size standard is 4 Million megawatt hours. Offerors must be registered under this NAICS code in the Central Contractor Registration database at http://www.ccr.gov to be eligible for award.

This Request for Information (RFI) is for Market Research purposes only and is not a Request for Proposal. The Government will not pay for any information provided in response to this RFI. Responses will beat no cost to the Government.Air Education and Training Command (AETC) is responsible for the management and operation of thirteen Air Force Bases located in several southern states. Three of AETC?s bases are located in the electrically deregulated part of Texas: Sheppard AFB near Wichita Falls, TX, Goodfellow AFB near San Angelo, TX, and Laughlin AFB near Del Rio, TX. These bases have an aggregated energy requirement of approximately 225,000 Megawatt Hours per year and a peak demand of approximately 45 Megawatts. AETC has a requirement for an Energy Reliability Council of Texas (ERCOT) market participant that will function as the Retail Electric Provider (REP) and Qualified Scheduling Entity (QSE), Level IV for these three bases. The REP shall be responsible for all QSE functions related to this contract through a certified QSE. The QSE may be an integral part of the REP organization, provided by an affiliate, or subcontracted by the REP.
The REP, through a Subordinate Retail Electric Provider (SREP), will aggregate the electric loads from three (3) AETC Texas bases (Goodfellow, Sheppard, and Laughlin) and manage a Strategic Supply Plan (SSP) to meet the needs for the supply of all electricity to the Delivery Points. The SREP will create opportunities for AETC to more economically manage its forward supply needs utilizing a portfolio purchasing strategy of long term supply contracts including a mix of generation types (traditional and renewable fuels), while lending flexibility for the purchase of identifiable renewable resources (i.e., solar, landfill gas, wind, municipal solid waste). Purchases of renewable energy resources are required under the provisions of the Energy Policy Act of 2005 and Executive Order 13423.
The North American Industry System Code (NAICS) for this acquisition is 221122. Once Market Research has been completed, the Request for Proposal (RFP) will be placed on the Federal Business Opportunities website http://www.fedbizopps.gov. It will be the responsibility of prospective offerors? to check this site regularly for any postings or changes. Prospective offerors? must be registered in the DoD Central Contracting Registration (CCR) and must be qualified to perform in the correct NAICS code as aforementioned. Registration may be accomplished at http://www.ccr.gov. All responsible businesses, including small businesses, are encouraged to respond to this RFI.
Please provide answers for each of the following, utilizing the existing numbering scheme for each response, and limiting your total response for this RFI to no more than ten (10) pages:
1. Is your company a ERCOT certified Retail Electric Provider?
2. Briefly describe your company and the other entities that facilitate your company?s participation in the ERCOT market. Specifically, please identify your wholesale marketer(s), generators (including renewable energy), Level IV QSE, and any other third parties that support your efforts financially or otherwise and your relationship with these entities.
3. Have you prepared any customer specific strategic supply plans for portfolio purchases? What were the key sections of those plans?
4. Large businesses will be required to provide a small business subcontracting plan indicating whether or not they can meet Air Force minimum subcontracting goals (23% of subcontracts to small businesses, 3% to service-disabled veteran-owned small businesses, 5% to small disadvantaged businesses, 5% to woman-owned small businesses and 3% to Historically Underutilized Business Zones (HUB Zone) small businesses). Subcontractors include any company that is contracted with for services or supplies that would support this contract such as generators, wholesalers, QSE, etc). If you are a large business under NAICS 221122 will you be able to meet these goals? If not, please provide a brief explanation of why these goals are not appropriate, what percentage of the total contract dollars could be subcontracted to each small business category, and the basis of the percentages proposed? NOTE: Small businesses may be located through the Dynamic Small Business Search at https://ccr.gov.
Responses are due NLT 3:00PM CST on 14 Dec 2007. Any responses received after this date may not be considered. Any response to this RFI submitted by a prospective offeror shall be submitted at no cost to the Government and the Government is in no way obligated by the information received.
