About this opportunity
The Defense Logistics Agency's Troop Support division has issued a Request for Information (RFI) regarding Subsistence Prime Vendor (SPV) contracts to support military and Navy customers across Southern Europe and surrounding regions. This RFI, posted on January 6, 2026, invites market research feedback from potential contractors interested in providing comprehensive food service support. The opportunity encompasses full-service food support requirements for authorized land customers and Navy ships located across 29 countries spanning Southern Europe, Northern/Southern Europe, and Northern/Western Africa. The RFI represents DLA Troop Support's effort to evaluate market capabilities and gather vendor input prior to potential contract award. Interested parties are required to submit their responses by January 13, 2026, to the email addresses specified in the solicitation documents.
The primary objective of this RFI is to assess vendor capabilities and market conditions for delivering complex subsistence support services across geographically dispersed military installations and naval vessels. Respondents must demonstrate expertise in full-service food logistics, including sourcing, warehousing, inventory management, quality control, transportation, and timely delivery to multiple customer locations. Historical data indicates annual sales estimates of $55 million for land customers and $47 million for Navy ship customers, with potential contract terms of five years. Contractors must be capable of meeting strict delivery timelines (two days for land customers and three to twelve days for ship customers), complying with Berry Amendment domestic sourcing requirements, maintaining specific product shelf life standards, and accommodating surge capacity demands up to 300 percent of normal operational levels. While this RFI does not constitute a formal solicitation, responses should address organizational capabilities, warehouse platforms, transportation logistics infrastructure, and overall ability to execute complex military supply chain requirements across multiple countries and customer types.
