THIS SOLICITATION HAS CLOSED. The public bid opening was held on 20 September 2017 @ 1400.
The abstract of bids received and attendance roster are now available.
Note: Funds are not presently available for this requirement. No award shall be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of bids. In the event the Government cancels the solicitation, the Government has no obligation to reimburse a bidder for any costs.

Amendment 02 has been issued.
The solicitation due date has been moved up one day due to administrative error and because the original bid opening location is no longer available.
Bid due date is now 20 Sep 17 at 0930 EDT. Bid Opening date is 20 Sep 17 at 1430 EDT at the Shark Center.

The solicitation is being extended.
Due to Hurricane Irma, the solicitation is being extended to 21 Sep 17. Bids are due 21 Sep 17 at 0930 EDT.
A new wage determination, dated 08 Sep 17, has been uploaded, replacing the previous wage determination, dated 04 Aug 17.
Also, answers to questions received #10-21 are now available.
An amendment will be released later this week to incorporate the change in bid due date and time, these uploaded documents, one additional answer to a question that was received, and to establish the new public bid opening date, time and location.

There was a typo in the previous notice.
Due date is being extended to 14 Sep 17 not 14 Aug 17.
An amendment will be issued next week to incorporate these changes.

Due to number of questions still pending response, the solicitation is being extended to 14 Aug 17.
An amendment will be released next week to incorporate the remainder of the answers to questions received and to establish the new bid due and opening date and time.

Amendment 1 has been issued.
The list of attendees to the pre-bid site visit and a set of answers to questions received have been posted.
The date and time of the bid opening remains the same, but location has been changed to the Tides Club. Address is below:

The solicitation (Invitation for Bid # FA2521-17-B-0006) has been issued.
NOTE: Funds are not presently available for this requirement. No award shall be made under this solicitation until funds are available. Due date for receipt of electronic bids is 07 Sep 17 @ 0930 EDT. Only electronic bids will be accepted.
There is a site visit scheduled for 18 Aug 17 @ 0900 EDT. The site visit is NOT MANDATORY to attend.
Attendees will meet at the Cape Canaveral Air Force Station Visitor's Center. All visitors must be badged to be allowed entry into the installation, please submit your visitor badge requests (Attachment 9) via email no later than (NLT) 15 Aug 17 @ 1200 EDT. A background check will be conducted on all individuals requesting access to the installation.
All questions regarding the solicitation should be submitted using the question and answer template (Attachment 8) provided via email NLT 23 Aug 17. Answers will be incorporated into the solicitation and made available to all interested parties through the Federal Business Opportunity website (www.fbo.gov).
NOTE: Section J lists date of Attachment 6 Wage Determination as 14 Jul 17; the applicable wage determination is dated 4 Aug 17 as per the attachment. The incorrect date listed in Section J will be corrected by a future amendment.

This announcement constitutes the only pre-solicitation notice being issued.
This IFB is being set-aside to Women Owned Small Business (WOSB) concerns; all other bids will be deemed non-responsive. Contract award will be based on FAR Part 14 Sealed Bidding. An award will be made to the responsible bidder (IAW FAR 9.104-1) whose bid is responsive to the terms and conditions of the IFB and is most advantageous to the government, considering only price and the price-related factors included in the solicitation.

Brief description of the work: Contractor to provide all labor, tools, materials and equipment necessary to repair by replacement the LOCC lift station (Fac 27213), Photo Ops lift station (Fac 44407) and ITL Warehouse lift station (Fac 70448 and Fac 70533); and upgrade the Hangar NTU lift station (Fac 54720) and Repump #2 lift station (Fac 78170). Work to be performed includes: install new pumps, pipes, valves, check valves and bring all assemblies above ground as required; re-line or install new wet wells as required; provide new electrical control cabinets, main power disconnects and SCADA systems as required; provide washdown water; conduct system tests and start-up; and demolish existing lift stations as required. All work to be performed in accordance with the project technical specifications and drawings.
Period of performance: 260 calendar days, including 30 non-access days, after issuance of Notice to Proceed (NTP). NTP to be issued within 30 calendar days after award.
Magnitude of construction IAW FAR 36.204: Between $1,000,000 and $5,000,000.
Additional information: The applicable NAICS code is 237110, Water and Sewer Line and Related Structures Construction, the size standard of which is $36.5M.
