Answers to Questions Received from Proposed Bidders Solicitation # FA2521‐17‐B‐0006

Project No. DBEH 12‐2713 Repair Lift Stations, Various, CCAFS 29 Aug 17

Q1: What wage rate should be used for the pipelayers on this project? Does the Government want the Contractor to use the pipelayer or pipefitter wage rate? A pipelayer is a skilled tradesman who lays pipe, such as for storm sewers, drains, and water mains. Pipelayers usually work outside, laying pipe underground or on the seabed, while pipefitters typically work inside, installing piping in buildings or ships. The pipefitter wage rate is almost double the cost the pipelayer wage rate and this will significantly impact the cost of the project.

A:1 It is up to each contractor to price their labor mix appropriately to be able to successfully execute the project while adhering to labor regulations. Reference the MOU (Attachment #12) incorporated into this solicitation to provide clarification between the use of a pipelayer vs. pipefitter while working in Cape Canaveral Air Force Station.

Q2: Re: RFP Section L, Paragraph FAR 52.214‐15 SF 1442 Block 13 Paragraph D states 120 calendar days for government acceptance of bids.

Solicitation page 34 of 38, Section L, Clause 52.214‐15 states XX calendar days for government acceptance of bids. Please clarify the number of days we must put in Block 17 of the SF 1442 for the government to accept our bid.

A2: 52.214‐15 should be read as 120 calendar days for government acceptance of bids. Bidders are to fill in the provision if proposing any other number of days for acceptance.

Q3: Specification Section 01 11 00.00 30 – Page 7 Paragraph 1.7.1.1 states that “the entire area will not be available to the contractor at one time. The following phases of work and procedures are required”. There are no phases of work or procedures listed. Can the government clarify the phasing plan required and list the order in which they would like the lift stations worked on?

A3: All five lift station locations will be available to the contractor simultaneously. There is no phasing plan or preferred order of construction for the five locations except as noted that new lift stations shall be constructed and operational prior to demolition of existing.

Q4: Specification Section 10 11 00.00 30 – Page 11 Paragraph 3.1.1 states that “the on‐site work is located within a restricted area”. Will escorts be required for this work? If so, will the government be providing escorts? Can the government have these areas declared as “free zones” to allow for normal access requirements in lieu of restricted area access requirements?

A4: Cape Canaveral Air Force Station (CCAFS) is a restricted‐access facility and not open to the general public. Contractor personnel must be able to obtain a Defense Biometric Identification System (DBIDS) card to access CCAFS. However, once admitted to CCAFS, no additional badging requirements or escorts are needed to access any of the five construction locations.

Q5: Drawing Sheet C‐502 General Note 15 General Note 15 states “Contractor shall coordinate the final pump selection with base operations support contractor prior to ordering to check for common pumps stocked and availability of matching replacement pumps and parts”. Is the government’s intention regarding this note, that this conversation would take place after award during the submittal phase? If not, can the government provide a list of common pumps stocked by the base operations support contractor prior to bid due date so we can price the correct equipment?

A5: The contractor shall include in their bid the equipment specified in the drawings. During the product submittal phase after award, the government will review the pump parts, impeller size, motors, to check for any common stocked parts that would be equivalent and allow for easier future maintenance by the shops.

Q6: Specification Section 01 11 00.00 30 Page 14 Paragraph 3.6.1 and Section 01 78 00 Page 134 paragraph 3.1 There appears to be conflicting information in two sections of the specifications relative to how the government wants to receive the asbuilt drawings. Spec page 14, paragraph 3.6.1 calls for asbuilts to be submitted as CAD DWG. Spec page 134, paragraph 3.1 has no such requirement for asbuilts to be submitted as CAD DWG. Does the government require the asbuilts to be submitted as CAD DWG or can we submit our redline asbuilts as a scanned PDF file?

A6: The Government requests two different as‐built submittals. The first submittal, redlines, shall be one paper copy of the superintendent’s marked‐up field drawings that show any deviations from the design drawings (field changes, unforeseen site conditions, etc.) that were noted during construction phase. The second submittal, as‐built surveys, shall be GIS surveys of components installed. The as‐built surveys shall conform to the requirements set out in Section 01 11 00.00 30, Paragraph 3.6 and shall include CAD DWG files.

Q7: Drawing Sheet G‐001 Drawing sheet G‐001 General Note 6 states “Contractor shall be responsible for testing concrete for asbestos per specification prior to cutting operations for disposal of structures shown to be removed or demolished”. Does the government has an asbestos survey for the concrete pads scheduled to be demolished?

A7: No, the Government does not have asbestos surveys for the pads; the pads are not known to nor expected to contain asbestos. Concrete has been identified as a material that may contain asbestos and be hazardous to human health, and therefore must be tested prior to disturbance per specification Section 01 35 26, paragraph 3.1.3, page 49, Unforeseen Hazardous Material. General note 6 on Drawing sheet G‐001 places the responsibility for testing a sample from each concrete pad on the contractor.

Q8: Drawing Sheet C‐101 Construction Flag Note 6 and Drawing Sheet E‐102 Construction Flag Note 1 Sheet C‐101 indicates requirement for three pumps/triplex, but Sheet E‐102 seems to indicate contractor shall provide only two pumps/duplex with a future requirement for third pump to be provided by “others”. Which is correct?

A8: Note 6 on Drawing Sheet C‐101 is correct – contractor shall provide three submersible pumps for triplex lift station. Please disregard Flag Note 1 on Sheet E‐102.

Q9: Sheet C‐101 Flag Note 3 What portion of the sewer force main pipe is to be cut and removed? Are we to remove the portion under the asphalt road? If so, is the road to be cut and patched?

A9: Cut and remove portion of force main pipe, valves, fittings as needed to plug line and abandon force main in place. Remaining portions of force main, including portion under the asphalt road, is to be abandoned in place.
