Answers to Questions Received from Proposed Bidders Pt. 2 Solicitation # FA2521‐17‐B‐0006

Project No. DBEH 12‐2713 Repair Lift Stations, Various, CCAFS 13 Sep 17

RFP Section: 33 32 13.13 Paragraph: N/A SOW/Technical Specification/Drawings paragraph/page: C‐101 & E‐102 Other (Specify):

C‐101 Construction Flag Note: 6 – states “Provide triplex lift station, 10’ inner dia. Wet well, (3) in‐ service non‐clog explosion proof submersible pumps…” E‐102 – Construction Flag Note: 1 states “Future installation of third pump will be by others.”

Q10: Please confirm that the intent of this design is to supply (2) explosion proof pumps and (1) triplex panel.

A10: Note 6 on Drawing Sheet C‐101 is correct – contractor shall provide three explosion proof submersible pumps for triplex lift station. Please disregard Flag Note 1 on Sheet E‐102.

Q11: Please confirm that the third pump’s rail system, piping and valves are to be included in this project.

A11: Yes, pump, rail system, piping and valves for all three pumps are to be included in this project.

SOW/Technical Specification/Drawings paragraph/page: C‐105 Other (Specify):

Shows “Dual access hatch doors (H‐20 Load Rating)” cast in a new top slab on the existing concrete vault.

Q12: Is there a preferred size for this access hatch?

A12: This hatch is for the old valve vault that will be empty except for the one pipe. To clarify, only a single door (not dual) is required to be used as a manway for periodic inspections. A single access hatch door measuring approximately 36” x 36” is sufficient.

Q13: Does this access hatch require a safety grate?

A13: Yes, a safety grate is required on the single hatch door.

SOW/Technical Specification/Drawings paragraph/page: C‐502 Other (Specify):

General Note: 13 – states “Fiberglass wet well structure is the preferred material.”

Q14: Please confirm that this is the desired method for LS 70448 with a 10’ diameter wetwell.

A14: While fiberglass is preferred, either fiberglass or concrete wet well is acceptable. In the interest of project budgetary constraints, contractor may wish to bid concrete fabrication for the 10’ diameter wet well at the VIB. Note that a concrete wet well will require an approved liner.

SOW/Technical Specification/Drawings paragraph/page: E‐501 Other (Specify):

Enclosure and Deadfront Layout Note: 3 – states “SCADA program will be provided by base operations support contractor.” Another note also states “Programming of the RTU will be provided by contractor in coordination with the base maintenance contractor.”

Q15: Please confirm the SCADAPack RTU and Maple Systems HMI programs will be provided by the base maintenance contractor, to be downloaded to the hardware by the project contractor/panel manufacturer.

A15: Yes, base maintenance contractor will provide current programs to be downloaded to the hardware by construction contractor.

SOW/Technical Specification/Drawings paragraph/page: E‐501 Other (Specify): N/A

Q16: Please confirm a SCADAPack RTU and Maple Systems HMI program for the triplex station 70448 will be provided by the base maintenance contractor. This will necessarily be a different program from the standard duplex program due to the additional I/O required for the third pump.

A16: No, the triplex station program does not exist and is not available from the base maintenance contractor. The construction contractor shall create the new program with the additional I/O required for the third pump.

SOW/Technical Specification/Drawings paragraph/page: E‐604 Other (Specify):

Shows LS 70448 control panel as having a 200A service.

Q17: Please specify manufacturer and model number of the 200A generator receptacle to be included with this station.

A17: The generator receptacle is required to meet F.A.C. 62‐604.400(2)a1. requirement for emergency pumping capability in lieu of a permanent back‐up generator. Russellstoll #JRSB2044FR, or vendor standard for 200 amp system, or approved equal is acceptable.

SOW/Technical Specification/Drawings paragraph/page: C‐502 and C‐101 Other (Specify):

States “Soft starter for motor” on LS 70448

Q18: Please specify manufacturer and model for the soft starter you would like us to provide.

A18: To clarify, soft starters are not required.

RFP Section: 33 32 13.13 Paragraph: 2.2.8.1 SOW/Technical Specification/Drawings paragraph/page: 260 Other (Specify):

Calls for intrinsically safe controls for stations with explosion proof pumps.

Q19: Is it the intent of the spec. to require the addition of Intrinsically Safe float and transducer barriers to the control panel (and thus a UL‐698A rating on the control panel), or does the cast aluminum explosion proof junction box meet the requirements for the Class 1 Div. 1 designation?

A19: Yes, cast aluminum explosion proof junction box satisfies the requirement. There is no need for float and transducer barriers on control panels. A UL‐698A rated control panel is not necessary as the explosion proof junction box demarcates the limits of the Class 1 Div 1 area.

RFP Section: 33 32 13.13 Paragraph: 2.2.8.3 SOW/Technical Specification/Drawings paragraph/page: 261 Other (Specify):

Calls for NEMA rated motor starters.

Q20: The Telemecanique starters depicted on the plans and provided on past projects are IEC rated.

These IEC starters have a built‐in Modbus communication module that sends running amps to the SCADAPack RTU. NEMA starters do not normally include this ability, but it is possible with additional equipment. Are NEMA rated starters required and, if so, should we include Modbus communications capability and/or analog ammeters?

A20: Provide IEC starters as provided for past projects.

RFP Section: 33 32 13.13 Paragraph: 2.2.8.4 SOW/Technical Specification/Drawings paragraph/page: 261 Other (Specify):

Calls for an alarm horn on the control panel. The schematics on the plan sheets do not include an alarm horn.

Q21: Is a horn required?

A21: To clarify, there is no requirement for an alarm horn. This reference may be deleted from the Technical Specifications.
