Reference Section L, starting page 48 for instructions in completing your bid.  As a minimum bidders shall complete and submit with their bid the following items at the time of bid opening date - December 22, 2009 at 3:00 PM (MST):

1.  Standard Form (SF) 1442, pages 1 & 2;
2.  Bidding Schedule pages 7-9;
3.  Section K, pages 42-47;
4.  Section J, List of Attachments:  Form 110, Certification of Authority for Signing Bids/Contracts; Form 116, Statement of Equipment; Form 117, Statement of Attendance at Pre-Bid Conference/Site Inspection; SF 24, Bid Bond; and SF 28, Affidavit of Individual Surety (if applicable);
5.  Section L.2, Qualifications of Bidders (to be submitted in a separately sealed envelope with the sealed envelope containing the bid); and
6.  Amendments to the solicitation (if applicable), should be acknowledged either in the SF 1442 Form, page 2, or sign and submit a copy of each amendment with the bid package)

RECOVERY-Provide all plant, labor, material, subcontract, supervision, management and overhead for the construction of levee improvements for the Mesilla Phase 1 levee segments. This estimated 32.2 miles of levee segments has an estimated magnitude of between $23 million and $33 million. This requirement is unrestricted under applicable NAICS Code 237990. The levee segments are 1) MW1 Picacho Flume to NM Rio Bosque Park 9.2 miles (West Levee); 2) MW2 Mesilla Dam to Vado Bridge 11.5 miles (West Levee); and 3) ME2 Mesilla Dam to Vado Bridge 11.5 miles (East levee). Levee improvements will consist of 1) raising the top-of-the levee elevation, 2) providing seepage control structures as required, and 3) rehabilitating existing pipeline/culvert structures and appurtenances located within the levees by modifying them to be in accordance with the raised levee cross section, repairing gates  and gatewells as required, and adding gates to ungated structures. The contractor shall construct the rehabilitation improvements for the existing levee and modifications to affected structures as per design and specifications. FAR 52.225-22, Notice of Required Use of American Iron, Steel, and other Manufactured Goods-Buy American Act-Construction Materials (Mar 2009); and FAR 52.225-24 Notice of Required Use of American Iron, Steel,and Other Manufactured Goods-Buy American Act-Construction Materials Under Trade Agreements (Mar 2009) are applicable to this requirement. Solicitation, plans and specifications will be posted on or about 18 November 2009. All responsible sources may submit a bid which will be considered by the agency.
