Specification page 35.41-7 states that the clay soil will have a PI of less than but equal to 45%. Plan sheet #03.01 states that the PI will be greater than 15% but less than 30%.

Which do we use?

The concern about the material being specified not being available in the projects' area has also been raised by Structural Hardware & Supply, Inc., in addition to Nordic Industries, Inc.

The USIBWC requests that you revisit the spec for the material (clay) and revise accordingly. As noted below, the use of the current spec will force the cost pf the project(s) to increase exponentially because of its unavailability in the area.

The specification and general note will be revised to read: (1). Impervious material shall consist of fine-grained materials of low permeability consisting of a lean clay (CL). Impervious material shall be free of crushed rock, debris, plant growth, roots and humus, including hazardous and regulated solid waste. The Plasticity Index shall be greater than 15 and less than 30.. The Liquid limit shall not exceed 45. Gradation shall consist of 100% of the dry material shall passing the 3 inch sieve and 50% passing the #200 sieve. The clay material shall be rated as Grade 2 (non-dispersive in accordance with ASTM D 6572

(Crumb Test) and either ND1 or ND2 as evaluated using ASTM D 4647 (Pin Hole Test).

6. The measurement and payment section for Construction of Levee 35.41.00-24 states that "the measurement will consist of deducting the existing levee to the enlarged levee." This doesn't appear to be consistent with the intent of bid items 008 and 009. The excavation (benching) and subsequent replacement of material would be lost by this method. Shouldn't item 008 (Bench Excavation) be measured by comparing the benched excavation to the original levee surface less the stripped gravel? Then wouldn't item 009 (Embankment) be measured by comparing the final levee subgrade (bottom of gravel and armoring) to the benched excavation surface?

2.1 Materials

Item 35 43 00 TOE DRAIN, states "For the gravel, the material should be composed of at least 90% silica or other material insoluble in hydrochloric acid." Meaning no limestone should be used. This requirement is usually specified when the leachate is anticipated to be acidic in nature and could decompose carbonate aggregate. This should not be the case for the levee water seepage. Limiting the aggregate to acid insoluble sources would prohibit other sources that would otherwise serve the purpose and make the construction more expensive. Can the use of any clean hard, durable rock meeting the requirements of ASTM C 33 for L.A. Abrasion and soundness be allowed ?
