About this opportunity
The National Institute of Standards and Technology (NIST) Acquisition Management Division has issued a Special Notice of Intent to Sole Source a SQUID Magnetometer Upgrade. The notice indicates NIST plans to negotiate directly with Quantum Design Inc., a San Diego-based company, under Federal Acquisition Regulation (FAR) 13.106-1(b) for a specialized scientific equipment upgrade. The procurement falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing, with a small business standard of 500 employees. NIST anticipates awarding a firm-fixed-price contract for this upgrade to the existing magnetometer system. The agency is seeking potential competitive alternatives and inviting interested parties to demonstrate their capability to meet the requirement.
The primary objective of this Special Notice is to upgrade an existing SQUID Magnetometer at NIST's Physical Measurement Laboratory in Boulder, Colorado, with a focus on replacing the current system with a closed cryostat that eliminates weekly liquid helium usage. Interested contractors must submit their capabilities in writing to the Contract Specialist, Lisa Stevens, via email by May 5, 2025. Potential contractors should be able to provide a comprehensive upgrade including hardware, software, specialized equipment, and maintenance, with requirements such as a 12-month warranty and hands-on training for 5 NIST staff members. The upgrade must be completed onsite within 12 months, with the contractor providing detailed electrical and cooling specifications 45 working days before installation. NIST will conduct thorough performance testing and reserves the right to inspect and accept or reject the equipment within 30 days of receipt. If no competitive alternatives are identified, the estimated contract award date is May 31, 2025.
