About this opportunity
The National Institutes of Health, Office of the Director, intends to award a non-competitive purchase order to Dr. Abhay Moghekar at Johns Hopkins Hospital for neuropsychometric evaluations using the Clinical Dementia Rating scale on Baltimore Longitudinal Study of Aging participants, with responses due July 31, 2026. This is a sole-source, non-competitive procurement under FAR 12.603 and is not expected to exceed the simplified acquisition threshold.
Place of performance is the National Institute on Aging Laboratory of Behavioral Neuroscience Biomedical Research Center at 251 Bayview Boulevard, Baltimore, Maryland, with services also performed through home visits as directed. The period of performance runs from September 30, 2026 through September 29, 2027. The NAICS code is 621111, Offices of Physicians.
The scope requires performing 5 to 10 CDR evaluations per week (30 minutes to one hour each) by two psychometricians; scoring, rescoring, and data entry; preparation of summary information for joint NIA-Johns Hopkins consensus case conferences; 5 to 10 home visit neuropsychological and neurological assessments on participants 70 years and older using the Early Markers battery (3–4 hours each); and review of videotapes of neurological examinations. Dr. Moghekar and his staff are uniquely qualified based on longitudinal experience with the BLSA cohort, use of the standard LBN-BLSA neuropsychological battery, and Johns Hopkins University's role as holder of the Alzheimer's Disease Research Center grant in the Baltimore region. Transition to another contractor would result in at least a one-year delay in deliverables.
Responses must include capability demonstrations, documented CDR and neuropsychological battery experience, key personnel qualifications (neurologist, senior researcher, psychometrician), unit pricing, list price, delivery timeframe, delivery terms, and prompt payment discount terms. All offerors must be actively registered in SAM with valid UEI and TIN. Submit responses to nicholas.capobianco@nih.gov.
