About this opportunity

The Federal Bureau of Investigation (FBI) has issued a Special Notice announcing its intent to award a firm-fixed-price preventative maintenance contract directly to Agilent Technologies for critical laboratory instrumentation. The contract specifically covers maintenance and software updates for an Agilent Bravo liquid handling robot and Agilent PlateLoc instruments used in the FBI's Laboratory Division. The notice emphasizes that Agilent Technologies is the sole authorized service provider for these specialized instruments, with unique capabilities to maintain their proprietary systems. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and will have a twelve-month performance period. The notice was posted on SAM.gov on May 2, 2025, with a response deadline of May 16, 2025.

Interested contractors can submit a capability statement or proposal to Contracting Officer Adelle Bolton via email by 5:00 PM EST on May 16, 2025. Responses must demonstrate clear evidence that competition would benefit the government and include the company's Unique Entity ID (UEI) number and business size. While the government is using FAR 6.302-1 to negotiate with a single source, they are still accepting submissions from responsible sources. Contractors must be registered in SAM.gov and ensure their financial and contact information is current and accurate. The FBI will use its discretion in determining whether to proceed with a competitive procurement based on the received responses. No reimbursement will be provided for preparing capability information, and the notice does not obligate the government to solicit or award a contract. Ultimately, the notice serves to justify the sole-source procurement of maintenance services for specialized laboratory equipment.

Notice text

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.

The Federal Bureau of Investigation (FBI) intends to award a firm-fixed-price, preventative maintenance contract, with Agilent Technologies, 2850 Centerville Rd, Wilmington, DE. 19808-1610. This service contract will not only cover maintenance, but also all software updates released during the twelve (12) month period of performance.

The FBI's Laboratory Division (LD) requires a maintenance service contract provided by the original equipment manufacturer to retain warranty. The maintenance service contract is for critical instrumentation Agilent Bravo liquid handling robot and Agilent PlateLoc instruments. Agilent Technologies offers a maintenance agreement that will cover parts and ensure that the system components operate both individually and as part of the LD integrated systems. To ensure the preparation of capillary electrophoresis plates and automated uniformly sealing prepared plates. This will be required to avoid voiding the current warranty, it is critical that a certified service engineer from the manufacturer perform services on the instruments. Agilent Technologies service engineers are uniquely qualified to troubleshoot and resolve problems experienced by the instruments under contract. Additionally, the contract services assist in teaching SBAU staff about identifying such problems in the future to expedite repair. Agilent Technologies service engineers have access to the necessary consumables and instrument parts to replace any malfunctioning component on an instrument in a timely fashion with the specific and necessary parts.

Based on market research, and Government end-users, Agilent Technologies is the only vendor authorized to service Agilent technologies products. Agilent Technologies does not authorize any third-party vendors to conduct maintenance, warranty or service work on any of their products. Service by a third-party vendor will void the manufacturer’s warranty. Furthermore, Agilent technologies is the only vendor that services the proprietary software and the vendor will not provide software support to third party vendors. In conclusion, it has been determined that Agilent Technologies engineers are the only service engineers qualified to meet the needs of the FBI’s LD. Justification for Other Than Full and Open Competition available upon request.
