About this opportunity
The National Oceanic and Atmospheric Administration intends to issue a contract for a pilot program to assess commercial Global Navigation Satellite System Reflectometry data and derived ocean surface wind products. Through this two-year program spanning 2023 to 2024, NOAA seeks to procure near real-time GNSS-R observation data and multi-level products meeting accuracy standards from qualified vendors. A three-phase evaluation will assess the quality and utility of these data for determining ocean winds, including a six-month preparation period, followed by six months of data delivery and six months of evaluation. Responses to the agency's RFI on the draft statement of work are due by July 26, 2023 to help finalize requirements.
This opportunity has no set-aside designations. The solicitation is expected in late 2023 under NAICS 519130 and PSC D302 for this weather data pilot program. Current contractors were not named but the data would be used through 2025. The RFI did not provide budget details but indicated the intent to issue one or more contracts for regularly monitoring global ocean surface winds over the two-year period defined.
