About this opportunity

The USDA Animal and Plant Health Inspection Service is soliciting bids for epoxy flooring resurfacing services at Building 6417, Moore Air Base in Edinburg, Texas, which houses a Mexican Fruit Fly Containment Lab critical to the eradication program in the Lower Rio Grande Valley. The project involves removing and replacing approximately 1,200 square feet of floor tiles in two specific areas (Tray Wash/Larval Sifting and Adult Colony), installing a 6-inch urethane cement slurry floor system with Sherwin Williams Polycrete MDB epoxy coating, and rebuilding a water-damaged CMU wall. Contractors must demonstrate technical capability, maintain safety records, and have EPA-certified technicians with epoxy flooring expertise. The evaluation will consider technical capability, price realism, and past performance, with the contract awarded to the most advantageous responsible quoter. A mandatory site visit was conducted on September 9, 2025, and the solicitation response deadline is September 25, 2025, with questions directed to Contracting Officer Jim Roloff.

This opportunity is exclusively set aside for service-disabled veteran-owned small businesses under NAICS code 238330 (Flooring Contractors) with a small business size standard of $19 million. The estimated project value ranges between $100,000 and $250,000, structured as a firm-fixed price construction contract. The work must be completed within 60 days after notice to proceed and performed during normal business hours (Monday through Friday, 7:00 AM to 3:30 PM) with prior approval required for outside hours due to ongoing laboratory operations. The project location at Moore Air Base in Edinburg, Texas requires contractors to have valid identification and properly insured vehicles to access the restricted facility. Performance includes daily reporting requirements and weekly certified payroll submissions, with emphasis on maintaining an accident-free work environment while coordinating closely with facility operations.
