About this file

This Statement of Work (SOW) details a flooring replacement project for the USDA APHIS Mexican Fruit Fly Containment Lab at Moore Air Base in Edinburg, Texas. The project involves removing and replacing approximately 1,200 sq. ft. of floor tiles in two specific areas (Tray Wash/Larval Sifting and Adult Colony), including installing a 6" urethane cement slurry floor system with a Sherwin Williams Polycrete MDB epoxy coating, integral cove system, and sand broadcast. Additional scope includes removing and rebuilding a 24'-6" x 8'-0" water-damaged CMU wall, installing a new floor drain, and ensuring all work complies with applicable codes and standards.

The solicitation (12639525Q0207) is set aside exclusively for service-disabled veteran-owned small businesses under NAICS code 238330 with a $19 million size standard. The project is estimated between $100,000 and $250,000, with work to be performed Monday through Friday during normal business hours. Key contacts include Gabriel Lopez (APHIS PPQ Facilities Manager) and Javier Caltzontzint (Supervisory Maintenance Mechanic), and the project aims to improve the facility's flooring to minimize contamination risks in the Mexican Fruit Fly eradication program.

Statement of Work For 6417 Epoxy Flooring Project May 2025

1.0 Contract Project: 6417 New Epoxy Flooring Installation

2.0 Location: USDA APHIS PPQ FO MFFRF

(Mexican Fruit Fly Containment Lab)
Bldg. 6417
22675 N. Moorefield Rd.
Moore Air Base
Edinburg, TX 78541

3.0 Project Background: Moore Air Base, building 6417 Mexican Fruit Fly Containment Lab (MFFCL), Mexican Fruit Fly Program’s overall goal is the eradication of Mexican Fruit Fly’s, (Anastrepha ludens) from the Lower Rio Grande Valley in Texas and the northern municipalities of Tamaulipas, Mexico. Eradication will be followed by the establishment and long-term maintenance of a functional barrier to keep these areas free of Mexican fruit fly.

The building 6417 building floors are dilapidated due to high personnel traffic, corrosive chemical washout, foundation settling, and equipment.

A new epoxy floor is critical to minimize the porous and cracked surfaces that collect the washout of Mex-fly rearing ingredients, causing mold and bacteria that affects or kills off the sensitive Mex-Fly larvae, resulting in loss of expensive production funded by commercial industry stakeholders.

4.0 Scope:

4.1 Affected Areas:

Solicitation 12639525Q0207, Attachment 1

1.Tray Wash/Larval Sifting area floor
2.Adult Colony

4.2 New Epoxy Floor Install: Remove, prepare, and install the new epoxy flooring section areas one at a time to allow existing equipment to be moved for the new floor epoxy floor.

The Mex-Fly Containment Lab is a quarantined facility and will continue to operate simultaneously with this operation. Careful consideration for areas that are restricted and contained are mandatory along with the proper use of the proper PPE required to be within the building.

4.2.1 Floor Preparation: Demolish and remove the existing (approximate) 1,200 sq. ft., 6” X 6” floor tiles that includes a wall splash of (approximately 163 LF), 6” high, along the general work area, masking areas off with plastic and tape. Diamond grind floor to new epoxy manufacturers recommended CSP level. Etch prep floors. Clean, dry, and vacuum area. Conduct a moisture test for dryness. Follow all epoxy manufacture preparation recommendations for the application of the product to be used.

1. Remove debris and obstacles: Clear the area of all furniture, objects, and any loose debris.

2. Thorough Cleaning: Sweep, vacuum, and scrub the floor to remove dust, dirt, grease, and any other contaminants.

3. Address Surface Profiling for Cracks and Holes: Fill any cracks, holes, or uneven areas with a suitable concrete filler or epoxy putty.

4. Grinding: Use a floor grinder to create a rough surface profile for the epoxy to adhere to, especially if there are existing coatings or unevenness.

5. Acid Etching: Apply a diluted acid solution to etch the concrete surface, opening the pores for better epoxy adhesion.

6. Dust Removal: After any surface profiling, thoroughly sweep and vacuum to remove any dust or debris.

7. Apply Primer: Apply a primer that’s compatible with the epoxy system you're using to improve adhesion and ensure a smooth surface.

8. Protect Walls and Edges: Mask or cover walls, doors, and any other areas you don't want to get epoxy on.

9. Ensure Proper Ventilation: Ensure adequate ventilation during epoxy application, especially if using solvent-based epoxy.

4.2.2 New Epoxy Flooring Installation:

1. Install an integral cove system at 6”

2. Install urethane cement slurry at 1/4” and broadcast sand into it while wet.

3. Come back the next day to vacuum excess.

4. Install epoxy receiving coat and broadcast sand into it while wet.

5. Come back the next day to vacuum excess and install one topcoat.

7. Topcoat will be tinted Accelera 4850, or equal.

4.3 New 6” CMU Wall Install: Removal of a water damaged dividing wall 24’-6” x 8’-0” high with an access door. Rebuild the wall of 6” CMU. This wall shall be primed and painted. Including the new access door.

4.4 New Floor Drain Install: Install a new floor drain in the adult colony to alleviate stagnant water after the adult cages are washed. Saw cut approximately 6 linear feet by 12” to tap into an existing floor drain in the tray washroom and install a new floor drain in the adult colony. The new floor drain shall be installed before the new 6” CMU wall is built.
