About this file

This document contains Requests for Information (RFIs) and responses for a USDA construction project involving room renovations. Key details include replacing rusted doors, installing a new epoxy floor with moisture primer, constructing a 6" CMU wall with rebar, and painting a new access door. Working hours are Monday-Friday, 7 a.m. - 3:30 p.m., with coordination required due to ongoing lab operations. Project requirements include daily reports, weekly certified payroll reports, and the ability to submit progress payments. Specific technical requirements include replacing floor drains, sawcutting concrete, and ensuring workers are epoxy-certified professionals. The project will involve good coordination with the Contracting Officer's Representative (COR) and focuses on achieving a quality end result with an accident-free work environment.

The attached as-built drawings are architectural and plumbing plans for the facility, showing detailed floor plans, plumbing fixture schedules, and layout specifications. The documents indicate a comprehensive renovation project involving multiple rooms, with careful attention to existing infrastructure and precise construction specifications.

RFIs and Responses

1. Do the USDA Employees move the equipment out of the rooms that are to be worked on?

Yes

2. You have a set of double doors going into the first room from the hallway that are completely rusted out at the bottom, do you want those doors replaced as well as part of this project? If so, The Door Frame is in perfect condition so only the doors would need to be replaced.

Yes, replace the doors.

3. Do you have a size (Diameter) or spec you want the new floor to drain to be?

No. Replace in kind.

4. Do you have any As Built Drawings of this building?

Yes, attached.

5. Would you like to have Moisture Primer included in the Price even though it isn’t specified in the scope of work, due to the nature of the rooms use it is recommended?

Yes.

6. The floors in both rooms have severe dips and "valleys" where water can pond. Please confirm there is no requirement to level the floor in either room prior to installing the epoxy floor.

No. Only if necessary for maximum drainage.

7. Our escort stated the working hours for this project will be M-F, 7 a.m. - 3:30 p.m. He then stated that we would have to adapt our working hours to ongoing operations in the lab. Can you clarify what will be required in terms of working days and hours?

Because of ongoing operations in the building there will have to be good coordination with the COR to ensure you have access to perform the work.

8. Can the floor prep described in par. 4.2.1 of the Statement of Work be changed, assuming the results are equal to what has been described?

You can propose a different method of performing the work but you must completely describe your proposed process. Your process must provide the same results.

9. Is the existing CMU wall an 8" wide, or 6" wide wall? 6”

10. Is the existing CMU wall grouted, with rebar? Yes

11. Will the new 6" CMU wall be grouted, with rebar? Yes, standard code rebar.

RFIs and Responses

12. Par. 4.3 of the Statement of Work says the new wall shall be primed and painted, "including the new access door". Is the intent here to have the existing 4' wide door, between the Adult Colony Room and the Sifting Room, painted, or are you requiring a completely new painted door and frame? A new painted door and frame installation.

13. Is there a specification for the new floor drain and piping described by par. 4.4? Match existing floor drain or similar.

14. How thick is the existing concrete floor that is to be sawcut? Unknown. The USDA assumes no more than 5 ½” standard 2” X 6”.

15. One of the bullet points of par. 4.4 states "all work shall be performed by EPA certified technicians..." What does this refer to? There will be no EPA technicians doing this work. You may disregard that statement. An amendment to the solicitation to remove that language will be posted on SAM. However, your employees must be epoxy certified professionals.

16. Can the Superintendent be a "working" Superintendent? Yes

17. If so, can we have separate working Superintendents for the epoxy work and the CMU wall work? Yes

18. Are there any QC Manager requirements for this project? We have no specific requirements. The expectation is a quality end result.

19. Are there any Site Safety Health Officer requirements for this project? Same response as above. The expectation is an accident-free project

20. Will background checks be required of all tradesmen working on this project?

21. Will daily reports, submitted to our project POC, be required for this project? Yes

22. Will weekly certified payroll reports be required for this project? Yes

23. Is there any type of a cybersecurity certification required for this project? No

24. Will there be an area near the bldg. available for use as a lay-down yard, if needed? That will be coordinated after award.

25. Will monthly progress billings be allowed, or will there be only one billing, at the end of the job?
