About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 22 seeks design-build production and installation of monument banners at the San Diego VA Medical Center's Parking Structure 3, with proposals due June 8, 2026, and questions due June 1, 2026. This is an unrestricted procurement with no set-aside.
Place of performance is San Diego, California. The contractor must design, fabricate, and install a durable open-mesh banner measuring 1968 inches wide by 552 inches high on the south and east exterior facades of PG3. The mounting system cannot include drilling into concrete; the VA requires the cleanest, smoothest, and safest attachment method available. The banner system must be reusable and changeable, capable of annual messaging updates and complete replacement as needed. Contractors must provide fabric samples. All work must be completed within 31 calendar days from Notice to Proceed, with a target completion date of July 3, 2026; if the contract is awarded on or before June 2, 2026, meeting this deadline is mandatory, and completion by this date after a later award is a favorable evaluation factor.
All contractor personnel require background investigations, VA badging, and security compliance training. Work hours are restricted to 7:00 AM to 3:30 PM Monday through Friday. The NAICS code is 339950 (Sign Manufacturing); PSC is N099 (Installation of Equipment—Miscellaneous). Evaluation criteria are technical approach to meeting SOW requirements (Factor 1), relevant past performance experience in monument banner production and installation from the past three years with contract-specific details (Factor 2), and required documentation including VA Form 10091, W-9, FMS Vendor File Update Form, and SAM registration verification (Factor 3). Award will be made on a Firm-Fixed-Price basis to the most advantageous offer; LPTA procedures do not apply. Monthly invoicing is required via the Tungsten Network electronic system. Service Contract Labor Standards wage determinations apply.
