About this file
This is an Amendment One to Solicitation 36C26226Q0791, issued by the Department of Veterans Affairs (VA), Veterans Health Administration, Veterans Integrated Service Network 22, specifically the NCO 22 – Mesa Annex facility located in Mesa, Arizona. The amendment responds to questions received regarding a monument banner installation project for Parking Garage 3 and extends the question submission deadline to June 1, 2026, at 1:00 PM MST, with all offers due no later than June 8, 2026, at 1:00 PM MST. Offers must be submitted via email to Felicia Simpson at felicia.simpson@va.gov, and offerors are required to submit all documentation per Section E and acknowledge all amendments; failure to do so will result in rejection and non-evaluation of the offer.
The solicitation seeks a contractor to design, fabricate, and install a reusable/changeable banner system on Parking Garage 3, with the system capable of annual updates to messaging and complete banner replacement as needed. The contractor is responsible for structural verification through drawing review and site surveys, and the mounting system cannot include drilling into the concrete structure; instead, the VA requires the cleanest, smoothest, and safest method possible. The banner fabric must be open-meshed to allow airflow and alleviate wind loading, with contractors required to provide fabric samples. The contract allows 31 calendar days from award for project completion, with a target completion date of July 3, 2026; if the contract is awarded on or before June 2, 2026, the contractor must meet this deadline, and completion by this date after a later award would be a favorable evaluation factor. No preferred mounting system, PE-stamped drawings, or engineered calculations are required, though all proposed systems will be evaluated based on cost, installation method quality, and results. Architectural and structural drawings of Parking Garage 3 are available for contractor review.

Question and answer for 36C26226Q0791 Monument Banner
1. Does the VA have a preferred mounting system for the banner installation, or is the mounting method left to the contractor’s discretion?
ANSWER: There is no preferred mounting system. We are looking for the cleanest, smoothest, safest, method possible. The mounting method cannot include drilling into the concrete structure.
1. Is the contractor expected to provide engineered calculations and/or PE-stamped shop drawings for the mounting system and attachments?
ANSWER: No, but we will be evaluating each system proposed and making decisions not only based on cost, but on best installation method and result possible.
1. Are architectural, structural, or engineered drawings of Parking Garage 3 available for review to assist with attachment and load design considerations?
ANSWER: Yes
1. Are there existing approved attachment points or structural limitations that contractors should be aware of?
ANSWER: There are no officially approved attachment points. Please see answer to #1.
1. Are penetrations into the parking structure permitted as part of the mounting system installation?
ANSWER: Please see #1
1. Is the contractor responsible for all structural verification related to the banner support system?
ANSWER: The contractor is responsible for verifying the design and structure of the parking garage through drawing verification and site-walk survey.
1. Does the VA anticipate this installation being a one-time banner installation, or would reusable/changeable banner systems be considered acceptable?
ANSWER: The banner system must have the capability to be changeable. We anticipate that to be an annual process and mostly on some parts of the banner where the message may need to be updated. We do want the ability to be able to change out the entire banner if need be.
1. Can the VA confirm whether the required completion/install date remains July 1, 2026?
ANSWER: The mentioned completion date was for July 3rd, 2026, provided the project is awarded at a time within reason to achieve this date. Every potential candidate must state weather they can or cannot complete the project by this date. The allotted contract time allows for (31) calendar days from award of contract. If the contract is awarded on or before June 2nd, 2026, the awarded candidate is responsible to complete the project by July 3rd, 2026. If the project is awarded after June 2nd, 2026, but a candidate can still complete the project by July 3rd, 2026, it would be a favorable factor to awarding that contractor to complete the project.
1. Are there any wind-load design criteria, material specifications, or engineering standards the VA requires for this installation?
ANSWER: We are looking for an open-meshed banner fabric that allows for some air flow to alleviate wind loading and allow for car exhausting airflow as well. The contractor should provide a sample of the meshed banner fabric they would be using.
