About this opportunity
The National Institutes of Health (NIH), specifically the National Center for Advancing Translational Science (NCATS), is seeking a service and maintenance agreement for scientific laboratory instrumentation, including the QuantStudio Flex 7, QuantStudio 5, and iBright System. The procurement is aimed at supporting the Toxicology in the 21st Century (Tox 21) program, which focuses on identifying toxic effects of compounds without using animal models. The contract requires comprehensive maintenance coverage, including one annual preventative maintenance visit per instrument, with all replacement parts, labor, and travel costs included at no additional expense. Contractors must provide a two-business-day response time for maintenance and a three-business-day response for remedial repairs, along with priority technical support and remote monitoring capabilities. The solicitation was posted on April 28, 2025, with proposals due by May 5, 2025, targeting vendors capable of supporting advanced scientific research equipment maintenance.
The solicitation is not designated with any specific set-aside, and the contract will be performed at the NIH facility located in Rockville, MD 20852. The procurement falls under NAICS category 811210 for Electronic and Precision Equipment Repair and Maintenance, with a PSC category of J066 for maintenance of laboratory equipment. While no specific incumbent is mentioned, the contract is for a one-year term commencing on June 14, 2025, covering three specific scientific instruments critical to genomics and toxicology research. The maintenance must be performed by factory-trained service engineers, with the government providing facility access during standard business hours. The contract aims to ensure continuous operation of sophisticated research equipment used for evaluating cellular gene expression and analyzing protein gels and blots, with a focus on preventing instrument downtime and maintaining research continuity.
Notice text
NCATS Toxicology in the 21st Century (Tox 21) is tasked with identifying the toxic effects of compounds destined for human exposure from environmental, industrial and pharmaceutical sources. The Tox-Gen group resides within Tox 21, and is pursuing the identification of novel methods to probe these toxicity events in model human cellular systems in an expedited manner that is also cost effective without the use of animal models. In pursuit of this goal, the Tox-Gen has a number of scientists that are discovering and developing these methods to better understand the mechanisms of human toxicity. FGL develops and improves functional genomics screening approaches to better understand gene function and identify biologically relevant targets.
The iBright FL1500 is an imaging system that captures and analyzes data from colorimetric, fluorescent, and chemiluminescent protein gels and blots. This instrument is heavily utilized and requires the regular cleaning and alignment of optical systems, which is only possible through preventative maintenance from a service agreement. The QuantStudio real-time PCR systems are used to evaluate changes in cellular gene expression, which is essential to both functional genomics and to understand mechanisms of toxicity. These instruments are designed to be robust, however, due to the amount of use of the instruments, it is prudent that a service agreement is obtained to prevent downtime in case of instrument failure. A service agreement is requested to cover any repair and upgrades for the instruments in a timely manner. This service contract will also cover a preventive maintenance to further protect this investment.
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work below:
- Service/Maintenance Agreement for the following systems with the below coverage:
- QuantStudio Flex 7 (SN#278871561/805S3150797)
- iBright System (SN#2462620020440)
- QuantStudio 5 (SN#272530604)
Specifically, the NCATS requires the following maintenance support for the equipment detailed below:
- One (1x) Preventative Maintenance (PM) performed annually on each covered instrument
- All replacements parts, labor and travel covered at no additional cost
- Response time within two (2) business days
- Technical support including:
- Response time of three (3) business days for remedial repairs
- Priority telephone and email response for technical support
- Remote monitoring for instrument failures or errors
DELIVERY OR DELIVERABLES
The vendor will perform preventative maintenance service and necessary repair service and suggest further maintenance as needed.
- Inspection stickers will be affixed to each unit at the time of inspection
REPORTING REQUIREMENTS
An equipment status report will accompany the certificates, providing an overview of inspection findings
