About this file
This Statement of Work (SOW) details a service and maintenance agreement for scientific instrumentation at the National Center for Advancing Translational Science (NCATS). The agreement covers three specific laboratory instruments: QuantStudio Flex 7 system, QuantStudio 5, and iBright 1500FL system, used by the Functional Genomics Lab (FGL) and Toxicology Genomics (Tox-Gen) groups. The one-year contract, commencing on 06/14/2025, includes one annual preventative maintenance visit per instrument, with comprehensive coverage for replacement parts, labor, and travel at no additional cost.
Key service requirements include a two-business-day response time for maintenance, three-business-day response for remedial repairs, priority technical support via telephone and email, and remote monitoring for instrument failures. The instruments are critical for research purposes, including evaluating cellular gene expression and analyzing protein gels and blots. All maintenance must be performed by factory-trained service engineers, with the government providing facility access during standard business hours. The solicitation is issued by the Department of Health and Human Services National Institutes of Health, with the solicitation number 25-002301, targeting maintenance of scientific research equipment used in toxicology and genomics research.

STATEMENT OF WORK (SERVICES)
(SOW)
GENERAL INFORMATION
Title of Project:
Service/Maintenance Agreement for the QuantStudio Flex 7 system in the TOX-GEN group and the QuantStudio 5 and iBright 1500FL systems in the FGL group at NCATS.
Statement of Need and Purpose:
The purpose of this action is the acquisition of a service agreement for the QuantStudio Flex 7 System, QuantStudio 5 and iBright used by the Functional Genomics Lab (FGL) and Genomics Toxicology (Tox-Gen) groups within the National Center for Advancing Translational Science (NCATS) Department of Pre-Clinical Innovation (DPI). This request is intended to begin a new coverage agreement including one preventative maintenance visit to ensure continual function of this instrument.
Background Information and Objective:
The National Center for Advancing Translational Sciences (NCATS) is a part of the NIH, with a mission to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.
NCATS Toxicology in the 21st Century (Tox 21) is tasked with identifying the toxic effects of compounds destined for human exposure from environmental, industrial and pharmaceutical sources. The Tox-Gen group resides within Tox 21, and is pursuing the identification of novel methods to probe these toxicity events in model human cellular systems in an expedited manner that is also cost effective without the use of animal models. In pursuit of this goal, the Tox-Gen has a number of scientists that are discovering and developing these methods to better understand the mechanisms of human toxicity. FGL develops and improves functional genomics screening approaches to better understand gene function and identify biologically relevant targets.
The iBright FL1500 is an imaging system that captures and analyzes data from colorimetric, fluorescent, and chemiluminescent protein gels and blots. This instrument is heavily utilized and requires the regular cleaning and alignment of optical systems, which is only possible through preventative maintenance from a service agreement. The QuantStudio real-time PCR systems are used to evaluate changes in cellular gene expression, which is essential to both functional genomics and to understand mechanisms of toxicity. These instruments are designed to be robust, however, due to the amount of use of the instruments, it is prudent that a service agreement is obtained to prevent downtime in case of instrument failure. A service agreement is requested to cover any repair and upgrades for the instruments in a timely manner. This service contract will also cover a preventive maintenance to further protect this investment.
Period of Performance:
The period of performance will commence at the time of award and will extend for one (1) calendar year from time of award.
· Base Year (06/14/2025 – 6/13/2025)
SCOPE OF WORK
