About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center is soliciting quotes for a 2640kW reactive load bank rental to conduct load testing on diesel generators aboard the CGC LEGARE vessel. The procurement is for commercial items under simplified acquisition procedures (FAR 13) and will be awarded as a Firm Fixed Price Purchase Order with net 30 payment terms. Key contract requirements include delivery of equipment configured for 480 Volts, 3-phase, 60 Hertz with 4000 feet of 4/0, 375 Amp cable with camlocks, 7-day-a-week repair availability, and full compliance with Coast Guard security protocols including the RAPIDGate program. The award will be made on a best value basis, with evaluation criteria focusing on technical compliance with requirements, ability to meet deadlines, and pricing. The solicitation request for quote period opened on October 17, 2025, with a deadline for submission by October 31, 2025, though this timeline appears compressed given the stated delivery window of January 12 through March 12, 2026.

The rental period spans a firm 9 consecutive weeks with potential for monthly extensions thereafter, with performance taking place at Building 40B at the U.S. Coast Guard Yard in Curtis Bay, Baltimore, Maryland. No specific award value or budget range has been disclosed in the solicitation notice. All responsible sources meeting the technical specifications may submit quotations, with no down payments or advanced payments permitted; the contractor must secure funding until delivery and acceptance by the Coast Guard. Applicable Maryland wage determinations (No. 2015-4265) establish prevailing wage requirements for any service personnel deployed on the contract, with minimum rates ranging from $15.00 to $55.99 per hour depending on job classification, plus fringe benefits including health and welfare contributions.
