About this opportunity

The Department of Agriculture Agricultural Research Service is procuring a Line-Scan Visible-Near-Infrared Hyperspectral Imaging System for Large-Size Samples through solicitation number 1232SA25Q0967. This acquisition consists of six line items including a hyperspectral imager/camera with at least 447 spectral channels, a large sample scanning system, halogen light source with power supply, two objective lens sets (12mm and 23mm), and shipping/delivery services. The system must operate across 400-1000 nm spectral range with 2 nm or better spectral resolution and 1600 or more spatial pixels for imaging biological samples such as plants and insects. The government will evaluate quotes using a Lowest Price Technically Acceptable (LPTA) methodology, assessing technical capability on a pass/fail basis followed by price evaluation of the lowest bidder. The quote submission deadline is September 26, 2025, with an amendment issued on September 25, 2025, adding a questions and answers document to provide additional clarification.

This procurement is designated as a 100% total small business set-aside under NAICS code 334515 with a size standard of 750 employees. No current contractors or incumbents are identified in the solicitation materials. While specific budget values are not disclosed, the government requires delivery within 90 days of award to 64 Nowelo Street, Hilo, HI 96720, with FOB Destination terms. The acquisition involves highly specialized technical equipment with stringent requirements that exceed current commercial VNIR line-scan system capabilities, particularly the requirement for more than 447 spectral channels. The system must accommodate samples up to 80 cm in length and height, and all products must comply with Buy American Act restrictions, with potential price adjustments for non-domestic products during evaluation.
