About this file
This document is a Questions and Answers (Q&A) file for Solicitation #1232SA25Q0967, providing clarification on technical requirements for a biological imaging system. The solicitation seeks a hyperspectral imaging system with specific technical specifications, including ≥447 spectral channels, ≤2 nm resolution, and ≥1600 spatial pixels. Key requirements include imaging biological samples like plants and insects, with a preference for moving the camera above fixed samples and maintaining vertical positioning for certain specimens.
Compliance details indicate the procurement is set aside for small businesses and strictly adheres to the Buy American Act (BAA). The technical specifications are stringent, with the government rejecting a proposed alternative of ~372 spectral channels, instead requiring more than 447 channels. The imaging system must operate across the 400-1000 nm range, with precise resolution and spatial pixel requirements that exceed current commercial VNIR line-scan system capabilities.

Questions and Answers for Sol# 1232SA25Q0967
Q: Can you share what material the samples of interest are?
A: Samples can be a wide range of biological objects, such as plants and insects.
Q: Is there a preferred method of imaging the samples (ie. moving the samples under the camera on a stage, or moving the camera above a fixed sample)? If the samples are to be moved, what is their expected weight?
A: Moving the camera above a fixed sample is preferred.
Q: Can you confirm the finest and coarsest spatial resolution that is desired?
A: I cannot confirm this, depending on the setup of the imager and the different samples that will be imaged.
Q: Can the sample be in a vertical or horizontal position while being scanned (ie. must the narrow sample dimension be standing vertical and scanned from above, or can the sample be lain horizontally and scanned from the side)?
A: For some of our samples such as potted plants we won’t be able to lay them on their sides.
Q: The specs call for ≥447 spectral channels, ≤2 nm resolution, and ≥1600 spatial pixels.
Commercial VNIR line-scan systems top out at ~372 channels in this range, though they meet the resolution and spatial pixel requirements. Can you confirm if ~372 channels at ≤2 nm resolution across 400–1000 nm would be acceptable as an “equal”?
A: More than 447 channels is required.
Q: Please confirm whether compliance is strictly under the Buy American Act (BAA) or if Trade
Agreement Act (TAA) designated country products are acceptable with manufacturer COO certification.
A: Compliance is strictly to the BAA as the requirements is set aside for small businesses and if it were not the estimated dollar value is under the threshold at which TAA would begin to apply.
