About this opportunity

The National Institutes of Health (NIH/OLAO) has issued a Special Notice of Intent to award a sole source contract to Ilumina, Inc. for specialized laboratory equipment and reagents. The notice pertains to the procurement of specific NextSeq 1000/2000 XLEAP-SBS Reagent Kits and related laboratory items for Next Generation Sequencing (NGS) purposes. These kits are unique to Illumina and cannot be sourced from alternative manufacturers. The procurement will be conducted under Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures, which allows for single-source procurement under specific circumstances. The total procurement includes various reagent kits with different cycle lengths and configurations, totaling approximately 24 kits across multiple product lines.

Potential contractors are invited to submit a capability package to demonstrate alternative sourcing capabilities by 9:00 AM ET on April 17, 2025. The submission must be in writing to Contract Specialist Ms. Van Holley and include specific documentation: company name, SAM UEI, point of contact information, specific products that fulfill equivalent functions, and a comprehensive description of product/service capabilities. Contractors must be registered in the System for Award Management (SAM) to be considered. This notice emphasizes that it is not a competitive proposal request but rather an opportunity for potential vendors to demonstrate their ability to provide comparable laboratory equipment. The government will review submissions solely to determine whether a competitive procurement might be feasible, and no costs will be covered for information or inquiry submissions. Responses will be evaluated based on the ability to provide functionally equivalent products to the specified Illumina NextSeq reagent kits.
