About this opportunity
Air Force Global Strike Command intends to solicit a Firm-Fixed Price contract for one 10-stall tandem axle stainless steel military working dog trailer, with quotes due September 2, 2026, as a total small business set-aside under NAICS 336212.
Place of performance is Dyess Air Force Base, Texas, supporting the 7th Security Forces Squadron. The trailer must comply with 9 CFR Part 3 animal welfare standards and include ten stalls measuring 29" x 40" x 36" each with welded inner bar doors, recessed ducted primary air conditioning per stall plus secondary unit, heating and cooling to maintain 45–85 degrees ambient temperature, hot dog pager system for temperature excursion alerts, floor drainage in each stall, auxiliary ventilation to control odors and ammonia, adequate lighting with diurnal cycle, caution placarding on all four sides, and all interior surfaces designed for cleaning and animal safety with no sharp edges.
Offerors must submit an all-inclusive firm-fixed price covering all costs including freight and delivery, with no separate post-award charges permitted. Technical submission must include a product brochure showing dimensions and electrical/HVAC specifications, engineering drawings depicting the 10-stall layout and drainage systems, written certification of 9 CFR Part 3 compliance, and a realistic delivery timeline in calendar days post-award. Award will be made on Best Value basis considering Technical Acceptability (minimum), Delivery Time, and Price, with the government reserving the right to select a higher-priced offer for significantly shorter delivery. Questions are due August 24, 2026. Quotes must be emailed to reijo.rantala@us.af.mil and trevor.finch.1@us.af.mil. Contracting Officer is TSgt Trevor Finch, 7 CONS, Dyess AFB.

This announcement constitutes the only solicitation; this is a Request for Quote (RFQ) and a further written solicitation will not be issued. The Government intends to place a Firm-Fixed Price (FFP) contract for this requirement.
The Government reserves the right to cancel this solicitation, either before or after the closing date and prior to any contract award. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
QUOTE SUBMISSION INFORMATION: E-mail is the required method for offer submission. The Contracting Specialist or Officer will send a confirmation email once your quote is received. 1. Complete (must be signed) Page 3 of RFQ (or contractor equivalent*) showing an All-Inclusive Price: The proposed price must be fully burdened and inclusive of all costs associated with this requirement. 2. Offerors shall submit a separate Technical Specifications Document with their quote. To be considered for award, the offeror’s technical submission must provide sufficient "descriptive data" to demonstrate that their proposed trailer meets or exceeds every salient characteristic listed in Attachment 1.
